I would not recommend Europcar because of their terrible customer service.
Pros: Europcar agencies are very present in France.
Cons: Uncompetent employees, terrible customer service, no communication. I had an accident with their car and they charged me without contacting me. I need paperwork from Europcar to reimburse them but they would not contact me and took all the money they could from my credit card (that does not cover what they want anyway.)
Also the day of the accident I called them and they were hanging up on me, making me wait, and were uncompetent to make any decisions, they were not helpful. After 10 calls, I ended up talking to a competent employee (2 hours later).

Rented a car from these people for one week. Now I have received 4 different mailings from them and on each they charged me $ 25 telling me this is an administration fee for information they had to send to traffic violations bureau in France. They said I may never ever even receive a ticket because the violation may be smaller than the postage — but they took $ 25 for four different traffic violations — 3 occurring on the same date and one three days later. They are known for charging folks’ credit card after they have made the trip. I have never had any issue like this while renting cars and driving all over France. My last rental was with Hertz. I plan to try to find the telephone number for the French traffic violations and call them about these charges. It all seems so bizarre.

L’accueil n’est ni chaleureux ni désagréable, il est quelconque. Mais après tout, quand on loue une voiture, ce qui compte c’est l’efficacité ! Les vendeurs sont assez rapides, mais un bémol: on né peut rendre les clefs que lorsque l’agence est ouverte, il n’y a pas de boîtier pour tout déposer.
En revanche, la dernière fois que j’ai loué une voiture, ils n’avaient pas vérifié que le réservoir avait bien été rempli par le client précédent, ça a été pour ma pomme: c’est franchement moyen.
