The Arrangement

The application process is always annoying, but the staff made it super easy and short. Just moved in and we had a small bug problem, but the management and staff were very helpful. They paid for everything and had it taken care of within a matter of hours. My biggest fear is normally the maintenance team but everyone here is great! I love living here!

Stay away! The Arrangement is a fine apartment complex, except for the managing company Roscoe Properties. Don’t try to pick up a package on your way to work; you have to wait at least 20 minutes for the understaffed and overworked employees to help you (all while the manager sits in the office doing nothing of course). If you get a flat tire don’t expect any sympathy from Roscoe. They’ll put a sticker on your car saying you will be towed before you can even get a chance to fix the tire. And lastly, if you get home from work and it’s 85 degrees inside because your air conditioner has a freon leak, don’t expect Roscoe to care. They don’t even keep enough equipment to fix basic HVAC issues on site. Roscoe will look you straight in the eye while you are actively sweating in your apartment and tell you to wait until tomorrow. Currently I would never recommend renting a property from Roscoe to anyone.

We have renewed our lease and really enjoy the amenities they have. I love their pool and they are really good about responding to any problems you have and their dog park is great! Even though it’s not a gated community I have NEVER felt unsafe. The community is a lot of families or young professionals so we’ve never had problems with noisy neighbors. This really is a great place to live The only complaint I can really say I have would be the parking but the new management is working on that as much as they can.

Renters beware this place is horrible. For example it is currently 8:10p and after working a 9 hour day I am sitting in my car unable to get into my apartment that I pay rent for. Also I should state that I’ve been sitting in my car for the pass hour waiting on someone to let me in. I should also mention that when I called the after hours line he told I would need to call a locksmith. Keep in mind here at the Arrangements they don’t have keys but fobs. That I was told I would need to have re keyed which I did which brings you to where I am now. Also last Thursday my day without warning they just shut the water keep in mind my bill was paid. I could go on. My lease is up in April and I’m counting down the days.

I’ve lived here since July of 2014 in the more renovated units. The appliances and features are updated which is a plus.
Roaches: I hadn’t had a problem until a few months ago when I noticed on average 5 roaches per day just chilling in the middle of my apartment. I called in to get treatment and they sent me back a date, which didn’t happen. The second time I called in was when someone actually did come out to inspect and return to lay traps etc. I didn’t really see anything they did. I think I did more than the professional service by leaving my own bait traps, laying lines of borax, and applying bait around edges. Still seeing roaches (averaging 1 to 2 per day — each time I kill them), but dealing with management is too much of a hassle. Plus, I’m still waiting on them to take care of other things.
Crime: about 1 month into living there, I gut jumped at the bus stop right in front of the complex and was sent to the hospital with a concussion. I told management about the incident, and they said they would make an announcement and notify the residents to be wary. No such email was sent out. But an email was sent out about a dog being attacked…
On the positive side, my car hasn’t been broken in yet. Don’t park in the back!
HVAC: Didn’t work when I moved in. Took them about a week or two to fix in the middle of summer. It broke down a couple times since I’ve been here and response has been about that «timely».
Neighbors: this one is a hit or miss. I was unfortunate enough to have one neighbor who in the middle of the night got into a fight with her significant other and had a yelling match that progressed from her apartment next door, out the walkway in front of my apartment. I wish my Spanish was more up to par so I could decipher what was being said. All I could make out were the obscenities.
Dog poo EVERYWHERE: This complex is great because there is not breed/​size restrictions. However, there is dog poo everywhere. This is more on the owners not picking up after their dogs; maybe even the stray animals hanging around. There are plenty of dog waste stations but they fill up faster than maintenance is willing to empty, and oftentimes they run out of waste bags.
Re-​lease incentive: this was pretty cool; they offered things like painting an accent wall if you renewed your lease, which I took them up on. In all it took them 2 and a half months to finally get to painting. I get that this is low on the priority list, but what annoyed me was how management consistently promised a date and never followed through. (this happened about 8 times). It even got to the point where maintenance made up excuses to not paint the wall, such as «there’s something still hanging there». By that time that wall had been cleared and ready for painting for 2 months.

So I moved in on the 21^st of January, I’ve read all the reviews and seen what people are and aren’t saying. Speaking from my experience,
I didn’t deal with the management much for the move in process, when I did go in one day to sign some papers, staff was kinda yelling at each other and there was a lot of tension, eventually who I assume is a manger stepped in and organized everyone on a task, and I was taken care of as well.
My only complaints so far are, the office staff does seem a little tense sometimes, and also, burton dr. Is pretty sketchy at nights.
Other than that, no bugs, no one loud, I’ve personally never had anyone walk up to me asking for money in the parking lot or anything so. I feel pretty safe, safer than I do at «the connection» those are cool and pretty nice apartments, but I’ve heard gun shots from the apts right next door about 3 different days this past week.
I am a 22 year old heavier set male, but regardless, I have never felt in danger walking to and from my apartment and car. The Arrangement could be better in many ways I feel, but so far, a month in, and it’s not to bad so far.

My boyfriend and I moved into The Arrangement and had a pleasant experience in the beginning. Gary and Paige were always friendly and helpful. Paige even called me while we were on vacation checking to see if our dog had somehow gotten out! You couldn’t ask for better leasing agents!
When they left we were disappointed but had met Andy who was willing to help us with any problems we had come up. Shortly after he was fired for «being too nice» with current and potential residents. Being too friendly must have meant that he treated us like actual people, knew our names, took his time to figure out solutions to our problems, etc.
Then we were left with Robert. He was constantly being rude and dismissive. Before Christmas I ran to the office to get a package I needed that night for a holiday party I was attending. He was standing inside of the door and I asked him to please grab a package for me. He was literally ten feet from where the packages were and turned me away because they were closed. Wow. Talk about customer service.
We have, multiple times, received eviction notices on our door for non-​payment of rent when our bank account clearly shows rent was taken out of our account. 200 $ was taken out of our account WITHOUT our consent for a pet deposit. This is illegal. And this was a year and a half AFTER we had moved in. There have been more months when we have to go down and have a conversation with an agent regarding our account than not. Automatic withdraw is a mess but our only option unless we want to pay an additional 35 $ as a convenience fee. I suppose they go about payment this way so they can take out additional money whenever they please without notifying residents.
Actually living in the apartments:
Thin walls. I can hear every time my downstairs neighbor and his girlfriend/​wife argue. I can hear my next door neighbor cough.
There are mounds of dog poop everywhere. I am a dog owner and a responsible one so I ACTUALLY PICK UP AFTER MY DOG! It amazes me when I see owners let their dog do their business and then just walk away. Arrangement had sent out a letter threatening to charge 75 $ to all dog owners for the amount of dog poop in the area. THAT was their approach to resolve the situation. I have never left a dog turd anywhere and was threatened to pay money for other people being irresponsible? I think there could be another solution to this problem. I have reported people when I see them not pick up after their dog but am not sure where that really went as I have seen the same people and problem continue. As far as the dog park goes, it is a joke. My dog can jump up and out of the dog park on the one wall, there are broken boards which smaller dogs can fit through and the gate has been unable to close a few times I have taken my dog to play. I no longer even use the dog park and just take him to a dog park up the road.
Roaches. Everywhere.
Water is a shared payment for all residents. It makes NO sense to have the sprinklers running for hours in the evening in winter. The sprinkler in the dog park was continually running creating a giant mud puddle. Why should we have to pay for unreasonable water usage?
Landscapers come early with their leaf blowers. I would prefer having leaves everywhere than being woken up by this awful sound. It also seems that they go through the same area multiple times which is pleasant…
The pool area in the summer would be lovely to use if families from all over Riverside area did not also have access to our pool area. Folks leave all of their trash behind to be blown into the pool and surrounding area.
When I have to park in the back I have gotten out of my car and stepped on a dirty condom because of the prostitutes who work on Burton. If The Arrangement hired security and made their presence known I doubt the women of the night (and day) would take their business to the back of the buildings.
This complex needs to hire folks who are friendly and want people to enjoy living here. Make us residents feel like people, not a number or a bank account. I feel terrible when I see people moving in and having no clue what they have gotten themselves into. I have been approached by potential residents asking what my experience has been like and I tell them to run. There has been a 100% turnover of Roscoe employees since we have moved in. It seems that anyone who is competent, respectful of residents, helpful and kind is not Roscoe worthy.
I would suggest, if you are considering living here, to read all of the negative reviews and know that you WILL have one of these or multiple issues happen to you. Any positive reviews you read, know that The Arrangement had offered a small percentage off of rent to write a 5 star review so a few positive reviews were bought reviews.

Update!:
1. I had been communicating with Robert the most recently who had told me he was the manager and he would get an answer to me the very next day. When I shockingly didn’t get an answer the next day or the next day or even the next week, I started following up about once a week over the course of a month. First his accountant was out of town, then his accountant was behind from being out of town, etc etc. Then he just stopped responding entirely. What I found out later is that instead of ever contacting me he took the cowards way out and just turned me over to debt collectors. After being like the 5^th person to reassure me he would find me a solution –to just do that without ever communicating me was extremely disappointing.
2. This is where the new manager Dani stepped in. Luckily they apparently fired much of the staff that is the cause of all my troubles. The staff who told me they were putting it my file that I was moving out, never did and then I had to deal with their mistakes for half a year. So I am happy this place was at least able to see their incompetence.
So Dani told me that they were keeping my deposits which was about 500, my resident referral which was about 500 as well as the 500 I was charged in September after my lease ended and that was that.
4. This is where my lawyer steps in. First of all if an apartment doesn’t send a certified letter within 30 days of why they are keeping deposits by Texas law they can’t. I also believe had we taken the arrangement to court we could have gotten them on deceitful practices.
5. In the end the arrangement agreed to return $ 330, and my lawyer and I decided that taking them to court over 1000 just wouldn’t be worth the time or court fees. This is a small amount, but in the end I am happy they agreed to return anything and this is due to the new manager Dani. I still feel that after all the aggravation I was put through that they should have returned more. They are a huge huge real estate giant. Do they really have no funds set aside for these types of issues. They could have offered me a few hundred dollars months ago to appease me, but no. Instead they wanted to keep every penny even when they were in violation of state law. I have friends still living at the arrangement who say that the new management acknowledges that the old staff was awful and didn’t do well with record keeping. So knowing all of that you would think they would try to make things right instead of blaming me their client. Never once throughout this process was I ever offered an apology. I was always blamed as this being my fault.
The only silver lining I can say about this experience is that I will scan any future contract I sign with a fine toothed comb, and anyone reading this should do the same!

Just moved in a week ago. Someone got mugged, apparently. A package was stolen from my door step with the packaging remains scattered all around the door. This all after I asked about crime in the complex and was assured that there wasn’t any. My key fob doesn’t work for my door. I still haven’t been given mail keys. They leave the sprinklers on even though it is flooding. There is dog feces everywhere.

Update!: It has been 6 months of HELL living here. The roach infestation has become so bad that just last night, I saw 30 roaches crawling across my floor within the first FIVE minutes of me being home. I opened my refrigerator and saw 5 of them just crawling around. My friend was brave enough to stay over and she woke up with roach bites all over her legs. (Yes, they do bite!) I have had to get the Austin’s Tenant’s Council involved because my health is declining due to the infestation in my apartment. I am suffering severely from gastrointestinal problems and have severe respiratory issues. The new manager had initially refused my request to be released from my lease early WITH a doctor’s note due to my disabilities (created by them) but I guess ATC informed them of what kind of lawsuit they would be facing if they didn’t release me from my lease. Because of them, I now have all sorts of health issues that I didn’t have before because of their lack of care for their properties or tenants. Roscoe Properties is a slum lord company and should be put out of business! I have explained to the staff my concerns and I guess because they don’t have to wake up to a roach crawling on their face it’s not their problem. These people disgust me.
If I could give this place no stars, I would. My entire apartment is INFESTED with tiny brown roaches. Just keep in mind that roaches survived the ice age and they also can become immune to pesticides. Now, try to live in an apartment that is infested with them, sleep there, and even try to cook a meal there. Would you really want to eat out of a kitchen that’s rampant with disease-​carrying insects? I didn’t think so. However, the people at The Arrangement expect you to live in sub-​par living conditions while paying ridiculous rent prices. If this place was a restaurant, it would be shut down due to serious health violations.
(Just an FYI: Cockroaches may spread a range of diseases. It is believed that the cockroach may be a reservoir for a range of bacteria including salmonella, staphylococcus, and streptococcus. The cockroach can also harbor viruses such as the polio virus.)
I have spent an entire 2 months of my stay here trying to get someone to take care of this issue. I’ve been calling management since I moved in day 1, and they haven’t done anything about it. I was even accused of being a liar. Nothing in my apartment is safe, not even my refrigerator. I have now found 5 roaches in my fridge, alone, in one single day. The other day, I was getting ready for work and had one fall from the ceiling onto my head. I have also had one crawl across my face while I was sleep. Needless to say, the apartment is completely uninhabitable.
After 3 weeks of being dismissed by the leasing office, I finally called corporate and they didn’t do anything about the issue either. The woman I spoke to was really dismissive and even bothered that I called her to make a complaint. After another 2 weeks of waiting for them to take care if this issue, I reported them to the BBB. Their response accused me of never once asking for maintenance to resolve this issue. I have a plethora of phone records and e-​mails to prove otherwise. I can promise you that I have called them every single day for the past 2 months to resolve this issue. I had to resort to having my attorney send them a letter threatening legal action, which I was ready to take before anyone even remotely gave any regard to my simple maintenance requests. They finally sent an exterminator out to resolve the issue and for a few weeks my apartment was bug-​free, then they came back with vengeance. I am dealing with the same issue all over again, The exterminator told me that they live in the walls and that they will never go away. Now, that’s really comforting. I guess this is the strain of roaches that are immune to pest control.
Also, I have been asking that they come and seal/​replace my windows for the past month, and they –still haven’t– done it. If the bus across the street is picking people up, I can hear it, just as if I was standing on the curb, about to get on it myself. If someone in the parking lot coughs, I can hear them. It always sounds like my window is open. (I’ve checked and it’s not).
To top it all off, this place doesn’t have any gates and is in a really unsafe area of Austin. They don’t even have a security guard on staff and I have seen a multitude of illegal activities occurring around these apartments, including prostitution. I have addressed management regarding this, as well, and they said it’s not their responsibility. Bottom line– DON’T MOVE HERE!

This property has had some growing pains in the past few years. Roscoe just bought them out and fired all the staff. The new staff is young but learning and really trying to make residents feel safe and secure. The office manager just told me they will be getting a new security guards with access to an app. The improvements seem to be getting better and better and this may not be such a bad place to live.

We live on the 2000 side of Burton, which seems to be the forgotten side of the complex. For the year that we have been here, I have seen the ‘management’ of this property go from bad to worse to being told by them that they don’t care. Way to go telling a resident that you don’t care, and that you can go right ahead and go to the regional office and do what you need to do, nothing was going to come back on them; that was by the Assistant Manager of the property, Rob. *** Currently the property manager has been working with us on a few issues
APARTMENT
When we moved in we had some roaches, issue seems to be somewhat under control, I still see them from time to time, and I request pest control to come out and put the bait out. The renovations that were done to my apartment were not the best (as some worker decided to leave a ¾ smoked cigarette butt in one of our vents), almost everything in the apartment is crooked, all the cabinet handles, light switches, electrical sockets are all on a slant. Some of that has to do with fact that the apartment is not level, walls are crooked which makes hanging things interesting; but it is something that you can live with. It’s not like other apartments in the complex that you notice right away. The wood laminate flooring was put down without the benefit of a subfloor, and is peeling up in places (which is how I know that there is no subfloor), still have yet to figure out what my light switches at the front door and in the bedrooms do as they do not seem to be connected to any outlet, some switch-​plates have exposed wires behind them as we learned when trying to find our landline outlet for UVerse, and even better some of them have wood shavings in them as we learned when one of the light switches in the kitchen started sparking when you touched it. And it was interesting to learn that you need to have the kitchen lights on in order for the washing machine to have power.
Since December 2014 I have been informing the office that the walkway in front of our building (29) floods EVERY time it rains (and even included pictures), leaving a lovely film of Texas mud on the walkway which makes it interesting to walk to our apartment or for the people who want to go to the pool, laundry room or mailboxes. The drainage ditch that runs along the walkway gets full of mud and isn’t graded/​sloped enough to allow for proper drainage. I keep getting told that that is the job of the landscapers and that they just hired a new company. The deluge that we received over the Memorial Day weekend actually caused some water to get into the apartment, thankfully just a small amount. I sent a work order in to advise of the water on 5÷29÷15 and they finally gave the work order to the maintenance guy on 7÷9÷15 to come and look at it. Along with another work order that was put in on the same day for our dishwasher; which backs up when other apartments do laundry or use their washing machines, not sure what the magical combination is, but it’s gross when you open the dishwasher and the bottom is full of dirty stagnant water.
DOGS & DOG PARK
Since the first week that we moved in it was apparent that most other dog owners in the complex don’t bother to pick up after their dogs. Any patch of grass or rather patches of dirt are covered with dog feces, and the office advises that it’s up to the residents (agree) to clean up after their dogs, but when they don’t it’s the landscapers that are supposed to clean up, not sure that the landscapers are aware of this. The landscapers are also supposed to take care of the dog park, which never happens. They come in and mow the grass about once a month. Even offered at one point to clean it up if they would be willing to knock some money off of our rent, they refused and advised that they feel that they do enough by providing the dog stations (bags and garbage bins). The gates to the dog park have been broken for over six months, along with the fences being broken in spots, but that comes from a poor decision to use untreated cedar for the fencing, it looks good in pictures, just not the best option for functionality.
SOCCER MINI-​PITCH
Is right next to the dog park, and you have to watch out for soccer balls being kicked into the dog park, they’re usually pretty fast. Kids from all over come here to play, all hours of the day and night. Majority of them do not live in the complex and are not exactly the nicest, most well behaved children, most of them are just rude little sh*ts. The office has decided in their infinite wisdom to just unlock the gate and leave it open instead of them destroying the fence by climbing over it. So the residents just have to deal with it, and the office will just tell you to call the police. Which most of the time they don’t show because it is such a low priority for them (totally understandable)
NEIGHBORHOOD

Do not move in here– Keep looking for an apartment– management needs a serious attitude makeover. these people are moving people in for $ 1,030 and gentrifying it at the same time.
my car has been broken into twice and people have randomly walked in to my apartment. The fences are broken, the
sidewalk is broken.

After moving to this complex my energy bill went up 42% when I downsized my apartment squarefootage by 26%. (Went from a 3 beadroom 2 bath to a 2 bedroom 1 bath.) I, also, was not provided an energy audit upon move in, as required per the city of austin. I’ve submitted maintenance requests out the wazoo, called, walked into the office, and have even tried reaching the district manager. this has been going on since September of last year and im not getting any traction.

I’ve since lowered my review because of new office staff who are frankly just lazy and impolite. Don’t count on work orders getting done, or complaints being actually heard. They’ll say anything to get you off the phone.
If you DO need help, ask Gary. He’s a cool guy and does what he can.
This is an affordable complex near downtown and cool fun things on the east side. Very dog friendly! Dog park & dog wash stations. This area isn’t the best neighborhood, but you can tell it’s getting better, a lot of companies buying out buildings and renovating. The boardwalk is nearby as well, which is beautiful. Most of the residents here are younger, laid back people. Very friendly community for the most park — dog park is great for meeting neighbors!
Structurally, these are old buildings. Interior remodeling has been done and it looks great. Exterior maintenance seems to be an ongoing project, but is rarely disruptive. A few bugs here and there but pest control is available & pretty speedy.
I’m torn because of all the negative things I’ve read. I do believe that some people have had legitimate concerns & negative experiences — I also feel like this should be expected with the area & improvements going on. On the flip side, some of these complaints are coming from people who need to grow up & take responsibility for themselves. Mixed boat, here. Look around. Be honest & respectful when talking with the office staff. You get further when you’re a decent human being.
A few noise issues. I’ve personally approached noisy neighbors in a friendly manner. Most of the time this is effective. When it isn’t, the office staff are a great help at enforcing quiet hours, which are 10 PM to 10 AM. It’s stated as a contract that you sign upon move in. Most residents are fairly respectful of this & of each other. Some are not.
Well maintained pools. Grills are available and kept up well. Propane! No trouble with parking. Free Dog wash & free ice machine are great!
Office staff are very responsive to concerns and ideas. They’re working to make this place better daily. Community events like bingo & art shows are fun, and they love feedback. Jason & Jessica rock!

Still dealing with cockroaches in the new apt. I will go away when my cock roaches do the same.

I was worried when I put my money down and didn’t hear for two weeks on a lease and then I called and was told that the apartment I wanted to rent for $ 879.00 was going for $ 999.00. Somehow my lease is $ 829.00
The one plus side is that there isn’t mold in the apartments like at the Tramor at The Oaks.
Lesson learned, always look on Unilocal.The reviews are dead on. If I could give this place no stars I would too. Also don’t move to Austin if your looking for something affordable, safe, and livable. If I didn’t have a 100 lb. doberman I wouldn’t even bother trying to live in Austin. Unless your parents pay your bills or your one of the «chosen» people who loves Beyonce, wearing neon sun glasses, complete gentrification, and ruining Zilker park for two weekends of a second rate festival there isn’t a place for you here. And The Arrangement makes Austin just a little trashier and a little worse place than it has already become.
The renovations would be nice if bath tubs came completed. I’ve contacted the VP, talked to the Property Manager, and have given up on having anything timely done. I guess that’s what I get for being an underpaid worker who can’t afford the new gentrified and expensive Austin.
I think they only renovated the «model» apartments.

All of the renovation money for this place seems to go to the office rather than to the apartments or community spaces for the residents. All of the new amenities that they’ve finally finished (computer center, gym etc) are practically inaccessible to residents that work standard 9 – 5 jobs, as the office will be closed any time you might be able to take advantage of them. There aren’t enough parking spaces, washers/​dryers etc for the amount of people who live here. I’ve had to wait for a washing machine for several hours in the middle of a weekday plenty of times.
It is the only complex on the street that doesn’t have a gate/​fence. My car has been broken into 3+ times since moving in 1 year ago. I regularly find used condoms where my car is parked when I leave for work at 6am, and they are generally still there for several days because maintenance does pretty much nothing. Additionally, my neighbors are generally loud, inconsiderate and messy. They leave bags of garbage outside of their doors for days, nobody picks up after their dogs and there are broken beer bottles all over the parking lot.
The only reason this place even gets 2 stars is because of the no breed restriction pet policy. As an owner of two amazing bully type dogs, this is a huge deal for me.
Basically, just don’t move in here if you have other options. I will likely be renewing my lease because its virtually impossible for me to find housing with my dogs, but once that is up, i’m out of Austin for good.

We constantly have a roach and mice problem and we are in the town homes. We’ve put in requests to have this treated and they tell us it has been done but I still see roaches. I can’t clean my place enough! Every time I see a roach or a mouse I think it is because my place is dirty, when really that is not the case.
Management doesn’t take care of the maintenance requests in a timely manner. I constantly feel like I am getting the run around if things have been done or not according to the notes left in my apartment. If pest control came, why am I still seeing the same issues? Sounds to me there is just an infestation of NASTY.
All I can say is I have grown tired of trying to complain to them because nothing seems to change. I have become complacent living here, but seems to me Roscoe properties really doesn’t care about it’s residents. I would think they are having a retention problem due to all of these issues, and yet they still want to raise the rent for those that live there when resigning. I would think if they are a having a retention issue, it wouldn’t be raised.
I will definitely be getting out of there the second my lease is up in June.

Minus a few quirks (light switches controlling outlets, and lamp cords controlling lights), I’m really enjoying my time here (moved in 6 months ago). We have a lot of space for the price, parking is right outside our door and abundant, and having an updated kitchen with a dishwasher is amazing. Plus, the new gym/​yoga room is awesome and I can tell that Roscoe is really trying to make this property the best it can be. Oh, and I love that there are no breed/​weight restrictions on dogs… but I do wish people would clean up after their pets a little better :/
