Belvedere Towers Luxury Apartments

It’s only getting a one star rating from me because Unilocal doesn’t allow you to give less than 1 star.
The apartment was not given to me in move-​in ready condition. My inventory move-​in checklist is as long as my thesis, no joke. I wish I could upload a screenshot here for you all to see what I’m referring to. Some of the highlights include: a missing doorbell, unpolished floors, a leaking washing machine, missing light bulbs, filthy vents, crooked cabinetry, stained vanity, an off-​centered toilet, a chipping door, and unpainted walls. To top it off, we get a phone call while we are in the moving truck (driving up from Atlanta, GA), about 2 hours away from Baltimore from their new hire. She tells us that our apartment is not ready and won’t be until the following week! Meanwhile when the $ 150 holding fee was given to them on June 11^th we were told that we would have two weeks from that date to move in at anytime between their business hours of 9am-​6pm. We confirmed a move-​in date of June 23^rd but still yet nothing was ready. No apology was rendered.
I went into the office on July 1^st to obtain a hardcopy of my inventory form and the management member states she could not find it. She proposed that the property manager had it and she would have to ask her the next day where my form was. I come in the very next day and I speak with the assistant property manager and she walks over to the kitchen counter of the leasing office and picks up my inventory form and nonchalantly says that’s where items are kept that are left on the fax machine. I guess it would be ok to have your tenants move in checklist right next to the kitchen sink so that it can absorb coffee stains and splashes of water.
Our gas was not turned on until 5 days after we moved in. My boyfriend is still waiting for his pool pass that he was told would be ready for him the following day. Hopefully he gets access to the pool before the summer ends. I’ve requested that the filthy vents be cleaned and a management member sent a company that cleans air duct units as opposed to forced air units, (mind you the building has nothing but forced air units). Till date I’m still waiting for a follow up visit.
The maintenance staff does a great job when the management team communicates to them what needs to be done. The Harbor Group Management Team should adopt more rigor in their hiring process.

We are now experiencing multiple break-​ins (police think they are an inside job) and fires (from filthy heating units).
As usual the management refuses to acknowledge these MAJOR PROBLEMS.

I am writing this update to save any potential renters from experiencing some of the issues I’ve experienced over the eight years I’ve lived here.
First, if you wonder why I stayed so long after so many issues you’ll read, it was simple. A few years ago, I became a mother. This school is in the Roland Park Elementary district which is the best school in the city. So I moved from my one-​bedroom apartment a few months ago to a slightly-​larger two bedroom unit. That is when the small problems I’d experienced over the years turned into a nightmare.
My new apartment was a slight upgrade, but only for the size. I found several problems after I moved in what looked okay on the surface. The first thing was the kitchen floor. Just as it was in my previous apartment, the floors are the stick-​on tiles in the kitchen. It’s the cheapest, crappiest material to place on old, uneven floors because they eventually slip and slide and are easily torn up. I had them replace my old apartment kitchen floor because I had a few serious wipeouts on that floor. The first replacement was the same crappy tiles. Then I demanded that they replace it with sheet vinyl which they did after the «new» floor camp up in less than a month. It took them four months to get to it, though!
I was having similar issues at this apartment. After two visits, they said they’d re-​glued pieces of the floor and that it was in «good shape.» I’ll post pictures soon so you can decide. That was one of several issues.
The day after we moved in, a leak developed in my daughter’s tiny bedroom. I came into her room and found a puddle of water on the floor and her favorite character rug soaked. I have pictures of this, too, because it took them three days to fix the leak. After I begged them to repair the wall and ceiling, they lied and claimed to have paint it. I can show pictures of the cracks that were never touched.
Frequent leaks were a problem at my previous apartment in this building. I had several major leaks in my apartment that were never addressed in a timely fashion. It lead to a horribly-​damaged floor in my living room, the area where my daughter played. I have a video on YouTube. You can view it here:
I thought, because I had reported every problem I’d experienced at my last apartment, that all would be great when I moved out. I was a trusting fool. Several weeks after I moved out, I was told that I was being billed for more than $ 4,000 in repairs to the floors from the damage they allege I caused. I have photo and video proof that shows otherwise. I was told I was a «filthy» person. Many horrible, rude things were said to me. All of them were untrue.
Had a done a walk-​through, things «might» have gone the other way. Instead, I was dissuaded from being there. Since I knew that all of the damage was NOT my fault and had been reported to various personnel, I didn’t worry about anything. Now I have to work with an attorney to take care of this mess.
I have no issues with the maintenance team. When they are given their work orders, they do what they say they’ll do and they do a pretty good job. My issue is the management/​office team. First of all, that office has been a revolving door. The current manager has been on the job for less than two years. She is also the worst manager this building has had. She pretends to listen to you, then turns around, laughs you off and does nothing. To make matters worse, she pretends to lose paperwork, claims the leasing agents have done things incorrectly, and never takes an ounce of responsibility for anything. She’s a corporation’s dream come true; but she is a renter’s absolute nightmare.
The assistant managers are nothing more than the manager’s «muscle.» They do all her dirty work. They also do not care about you. I’ll give an example.
I am a single mother who is also disabled. I usually park in one of the few handicap spaces. I used to enjoy a garage spot, but I’m now paying more than $ 1200 a month just for rent, so that luxury is out. My car was towed from the handicap space once because my tag had fallen. You could see it on my dashboard, but since the rule is that it must be hanging, they towed me. I had to pay nearly $ 400 to get my car back (that’s another story– NEC Towing is a predatory company!!!). The second time, I was nearly towed when I was rushing to pay a bill at the leasing office. I did wrongfully park in the fire lane (again, they are woefully low on handicap spaces here, especially ones close to the doors), I was on the hook. I begged the assistant manager to intervene. He could have, but refused. Since the towing company didn’t take credit cards, I was forced to use my week’s grocery money to pay to get my car back. I had to send my daughter away for the week since I couldn’t feed her.

This was hands down THE most frustrating place I have ever lived.
To put it simply: there were mice, there was mold (mushrooms growing out of our walls), and there were an abundance of leaks… not to mention our ceiling fell through. You may think I’m joking, and I really wish I was… but I’m not.
Not only did we have these problems, but they were not resolved until weeks after we put in multiple service requests, emergency maintenance phone calls, and lawyers were called.
The customer service is appalling. If this is luxury living, then hell has frozen over. I HIGHLY recommend you do not live here. If you’re looking for a place in Baltimore, look into Canton area or Fells. It is overpriced for what you get here. The only good thing about it is the safety in location and the pool. That’s it. So if that’s all you want in a home, then by all means live here. But if you would like your sanity, I suggest you look elsewhere.
