God awful management! When I move out I’ll be sure to write a long review regarding the level of unprofessionalism experienced living at this establishment. Don’t move here if you want to step in poop every time you go to work or want to be charged properly.

Although there are some nice amenities at Bloom i. e, free cable, internet, washer/
dryer, free flat screen tv — look out. If you have any concerns or questions
there is a high turn over rate of office staff employees and you will never get a
consistent or correct answer. Almost every tenant has a pet and even though
there are poop bags throughout the complex — no one uses them. It’s a poop
mine field if you want to walk on the lawn as well as on sidewalks. Then there
is the constant barking (day and night) so forget about opening up your windows
at night. The management and staff are also very consistent in giving you wrong
information & not returning your calls.
As for moving in, the place did have new carpeting but their idea of cleaning
leaves a lot to be desired. Also, when you move, you have to have the
carpets cleaned professionally and prove it by showing a receipt from the
company.
The electric bills are high and it doesn’t help since the buildings have
no insulation what so ever and that also means you can hear what your
neighbor above or below you is doing.
Will say that the maintenance staff is pretty good about resolving any
issues.

Having been in Millenium for half a year now. I just came to understanding why this place has been rated so poorly.
1. internet doesn’t always work.
2. management is quite irresponsible: I filed a complaint about the mechanics the time when he reinstalled the toilet cubicle unit, he cleared the toilet remnants at my bathtub… I can only amuse myself by saying: «welcome to America». This is not good if you have OCPD, but be prepared because they come in check on your room regularly when you are away)
3. Animal feces everywhere. Try not to walk on the grass.
4. Noisy. You can hear what your neighbours are talking about all night. My neighbour likes to make very loud noise during s***x.
5. The vaulted ceilling increases your utility bill: the vaulted ceilling is not insulated too well, it loses heat and cold fairly quickly.
6. Shuttle bus. (this is argueably unreliable. Sometimes it is early, sometimes it doesn’t come. But it depends on the driver.) WARNNING: if you don’t have a car and you are a STUDENT, one shuttle bus per hour from 7am to 5:40pm is just not enough. Try not to take late classes.
7. Too expensive. Other places are at least $ 100 cheaper with better condition and better management.
8. Washing machine costs: they charge you for renting their washing machine. There is NO laudary room.
9. Not friendly to foreign students: Your deposit is DOUBLED when signning the lease.
FREE car parking and FREE gym are widely available in other apartments too. These feature are counted as standard in all of Bloomington.

If you are not planning on living a student life, having a restful sleep, getting what you are paying for and live in civilized community, yeah this is the place for you!
When you come here please keep in mind that you will be disturbed for hours by dogs’ barking because of their stupid inhuman owners leaving them locked up for hours in the apartment by themselves. Try talking to them they will say they are sorry and after few days thing will return to usual, try the administration and all you will get is «we will let them know» without any result.
Some of you will say ok I’m a heavy sleeper I wouldn’t mind that, then be ready for all the dog faeces that their owners will keep proudly on the grass for you to see everyday (Check the photos to see yourself), and again all what the administration will do is send a very serious email about it that no one will care of.
If I’m willing to pay what I’m paying to this place I wouldn’t mind checking other places that offer much more better services with just a 100 dollar more.
If the administration is too lazy to do anything about all of the dog sh*t then they might consider locating all dogs owners all together in a specified location so they can be more proud of their dogs’ faeces with each other.

On the surface, Bloom Apartments looks like a good deal. For the outskirts of Bloomington, Indiana, the layouts have a bit more of an aesthetic appeal than their surrounding competition, and they offer a flat rate for rent that includes most of your bills. But don’t let the flat rate fool you, because Bloom works diligently to price gouge you in every other way possible after you’ve signed their lease. The trouble is, other than the aesthetic appeal of the apartments and the amazing maintenance guys, that’s all the good you get from Bloom. Bloom likes to nit-​pick their tenants, but don’t even imagine asking them to go out of their way to do their job.
For instance, they have a 24 hour gym at their adjoining property with a sizable weight room and a locker room with about 20 lockers in it. It didn’t matter whether I went to work out at 3 in the afternoon, or 3 in the morning, the same 20 locks were on those lockers for months. It was clear that certain people had claimed the lockers for their own, even though the lockers were meant to be available for whomever needed them while they were working out. It took me about 2 and ½ months of consistent complaining before Bloom posted anything in the locker rooms asking people to remove their locks when they left the gym. The barbells were falling apart with loose bolts holding the weight plates on, on many if not most of them. I told Bloom this could be a safety issue, but after the 3^rd or 4^th month, I just got my wife and I a membership at a local gym and stopped going to Bloom’s «amenities» altogether.
When my wife and I needed to relocate after a year and a half at Bloom, Bloom demanded a $ 750 «sublet fee.» This fee is apparently used just to generate paperwork, and run a credit check, because that’s all they do. They do not come in and do an inspection before the new tenant moves in. They do not clean the apartment for this fee. I have lived and subletted many other apartments from New York City, to Los Angeles, to Florence, Italy. I’m very aware that these are normal sublet rules. Yet no other apartment building I’ve ever lived at charges you nearly $ 1,000 for the privilege of getting them a new tenant.
Bloom not only charges you a monthly «pet rent» but also demands a pet deposit, separate from your security deposit that amounts to $ 400. When the new subletters moved in, they did not have any animals. I asked Bloom when we could get our pet deposit back and Danielle, the onsite manager, responded with, «We can’t give that back to you until the lease is completed in August. And then you’ll have to work it out with your subletter.»
«But my subletter doesn’t have any animals. Why should the pet deposit have to stay if the new tenant has no animals? And how do you determine what was animal damage and what is new tenant damage in August, after the new tenants have been there for 5 months?»
«We don’t. We just take whatever is necessary out of both deposits to cover the costs.»
«So if you don’t distinguish pet damage from other damage, what’s the point of the two deposits?»
«It’s just another deposit.»
«So it’s another excuse for you guys to get my money?»
Crickets…
In the state of Indiana, the laws are very much in favor of the landlords. The basic rule here is: If you signed your name on the dotted line, you are responsible for abiding by the contract you’ve signed.
I have no problem with this. In fact, I believe that’s the way it should be. But with Bloom, be sure you know what you’ve got in store for you before you go signing that line. Their management staff and front desk people are inept — hardly able to answer a question with anything other than, «Uhh, I’ll have to have someone get back to you on that.» Their equipment is faulty, and they will do their best to price gouge you at every turn. This apartment complex is a subsidiary property of the national corporation «Campus Advantage.» I’ve had little experience with the parent company (other than when I had to call them to get something done), but I suspect their general policies are the same at every location. At the end of the day, I wish I could give a rating of less than one star. Be warned.

Hardwood floors everywhere but the bedroom, ceiling fan, spacious bedroom/​bathroom, plenty of windows – over all, a completely gorgeous place. The amenities are nice — it’s nice having a little gym, art area, and trails around. I cannot say anything bad about them. The staff are polite, which can be a blessing. While I did have some struggles with the staff (see later), the people I had trouble with were all these nameless entities; those I knew in the office themselves were SUPER nice people, who always tried to help me out when I was having later issues. The people at the front desk rarely have to do with the problems you’re having, I always find (and as someone who’s worked at a front desk before, I know this well), so being nice to them helped me out.
The people in the apartment complex were nice too, or at least they were in my block. I never really had any noise problems, trash problems, or any sort of problems from my neighbors, really, so that’s nice. I talked to all of them, and it was a good community.
Now, on to the reasons I gave this three stars.
One: the cost. Bloom is expensive. I was paying $ 900 a month for a one bedroom. I know, one bedrooms are more expensive and always will be, but the fact of the matter is they’ll often nickle and dime you to death. Throw in electricity (which tends to be high – my windows did not keep outside air out and inside air in; I had to get thermal tape) and you’re paying 1k a month. Two bedrooms are 510 apiece (by which I mean each roommate pays $ 510, so the total is $ 1020 without electricity), which considering how far it is from campus and how it’s not really near MUCH, and I’m not sure why it’s as expensive as it is.
Two: They tend to be super picky and charge you for the small things. Example: I have a cat. One time, she got on to a window when the blinds were down. She chipped off a half inch of a single blind. I shrugged – worse had happened with my roommate’s dog at our old apartment, and we just fixed it before we left. I figured I’d do the same. However, within 24 hours, I had a notice on my door saying that if I didn’t replace the blinds ASAP (or pay a $ 10 fee to get a maintenance person to fix them ASAP) then I’d be charged an ever higher penalty fee. My friend at their other property had similar issues… about dog poop clean up fees, when she didn’t have a dog. Maybe I’m just not used to rental agencies being such huge sticklers or something, but it seemed incredibly anal.
Strike three: I couldn’t get a new apartment until the month AFTER my lease ended so I tried to extend my lease. I contacted the main office and asked if I could extend it. They said they probably could and would contact me in a few days. I waited a week with no contact. I contacted them again and asked if I could extend it. The girl at the front desk wrote a note and stuck it to the apartment managers door and said she didn’t see why we couldn’t considering it was during a time the students were gone either way. I never got contacted again. Finally on my SIXTH try the manager finally talked to me, and said «No way,» and immediately disbarred me from extending my lease an additional month. Which, honestly, I’m rather thankful for now. At the time, though, that was rather dickish.
it was the small things like the above that stopped me from renewing. There are plenty of better locations around Bloomington; maybe not as superficially nice, but definitely ones that will at least treat you better. I wouldn’t say it’s terrible and I hate it, but the Unilocal 3-​star rating of «Meh, I’ve experienced better» definitely holds true.
