Dick Norton is a retired Associate Chief of IRS Appeals (Los Angeles), and an Enrolled Agent licensed by the United States Treasury. History

Established in 2003.

Following retirement from the IRS, Dick set up his tax practice in Burbank, California. The primary focus of the practice is providing representation services for clients facing audits or collection actions — such as levies and liens. Dick has been an expert witness in a multi-​million dollar mal-​practice case tried in Northern California. His multi-​divisional experience within the IRS provides him with insights into tax law, as well as IRS practices and procedures.

A graduate of Occidental College, Dick began his career at the IRS as a Revenue Officer in the Collection Division. Following a 2-​year draft into the Army Security Agency, he returned to the IRS and performed the duties of a Revenue Agent (general program and large case), instructor at the LA Training Center, Computer Audit Specialist, and Field Examination Manager assignments in West Los Angeles and the former Hollywood IRS Office. He was promoted as the Associate Chief of Appeals and remained in that position until retirement. Dick was selected as the National Appeals Manager of the year in 1998. He is a member of the National Association of Enrolled Agents, and the California Society of Enrolled Agents.
