History

Established in 1999.

Zoran was unable to fulfill his passion for doing what was right and fair while working for the City of Los Angeles Housing department. In 1997, Zoran founded Windrich assembling a multi-​disciplined group of professionals covering the gamut of skills needed to help owners with code compliance issues as well as general property problems. Trained Inspection Staff, Engineers, Contractors, Architects, Entitlement Specialist, CAD Design Technicians, and Legal Advisors were all brought together to supply a single, comprehensive legalization solution provider. The synergistic nature of the concept created a service far greater than the sum of the individual parts.

Not only would the company help those who had been cited for code violations, but the company would also begin educating property owners on how to avoid compliance violations in the first place in addition to maximizing the potential equity on the property by discovering the hidden value that each property has.

Zoran is a Southern California Institute of Architecture graduate and licensed General Building Contractor with experience working for the City of Los Angeles as a Code Enforcement Inspector.

Summary of qualifications include:

* Twenty two years of experience in construction estimating, construction management, budgeting and quality control.

* City of Los Angeles Code Enforcement Inspector for five years.

* Competence with laws in the L.A. Housing Code, California Civil Code Section 1941.1 and the Uniform Housing Code since January 14 1994 Northridge Earthquake.

* Multi-​disciplinary proficiency in tenant improvement, commercial, retail and residential construction and rehabilitation.

* Mastery in multi-​family development, project cost analysis, building construction management and estimates.
