My law practice helps people protect their assets. Most people are trying to protect themselves from the high cost of long term care in a nursing home, but a proper estate plan (wills, trusts, powers of attorney) can also ensure that you maximize your tax savings and avoid probate.
Trusts and planning also are essential if you have a special needs child to care for.
Additionally, I have extensive experience in securities law and have been «suing stockbrokers» for twenty years.
Attorneys do not use the word «specialize» except in very specific instances, so please do not interpret this to mean that I claim to specialize in any area of the law.
History
Established in 1993.
I opened my law practice in 1993 with my first securities case. The next year the business expanded to two offices to handle the work generated in Washington, DC as well as San Diego. Since then I have worked protecting the elderly from financial abuse.
I spent most of 2010 to 2014 back on active duty with the Navy before retiring in March 2015. I have now re-opened the practice to help people with all aspects of being middle aged or elderly: medicaid and medical planning, veteran’s benefits, trusts, wills, estate planning and securities fraud.

Business Owner
Jeffrey Gaffney is a 20 year attorney and retired Navy Captain. Originally from New York, he moved to San Diego in 1985 and has remained here since, military duties permitting.
An attorney since 1993, Jeff is a graduate of the University of San Diego School of Law. He began as a law clerk in 1991, helping aggrieved investors recover from unscrupulous stockbrokers. A former registered representative («used stock salesman») and principal (licensed manager of registered representatives), he began his own law firm in the midst of a scandal involving Prudential Securities’ sales of limited partnerships. Since then, he has handled over 300 cases against brokerage houses. He is an arbitrator for the New York Stock Exchange, the Pacific Stock Exchange and FINRA. He is well educated in all aspects of elder law, personal finance, wills, trusts, estates and planning.
