History
Established in 1976.
Hal Foster started the agency in 1976. He sold high-risk auto insurance from his small house in Chamblee. His wife Betty, joined the agency in 1986 with big plans for expansion. We opened a second location in Lilburn in 1990. This location, headed by Rod Witmer who focused on writing insurance for sub-contractors. We developed a large network of referral sources. Revenue grew quickly so we opened a third location in Gainesville. We tried several agents and strategies before closing the office five years later.
The Chamblee and Lilburn locations tripled in sales and staff so they both moved to larger locations in Dunwoody and Lawrenceville. A large portion of the growth coincided with the growth in the housing industry. We insured the builders, contractors as well as the dwellings. Betty’s daughter, Cappi Arneson who joined the agency in 1995 was now managing the Dunwoody location. In 2006, we combined locations feeling it was no longer necessary to have as big a foot p

Business Owner
Cappi worked for her parents at the agency on a part-time basis through out high school. In 1995, she became a full time agent after a career in social work. She took over the day to day operations of the agency in 2008 after her mother passed away.
She is passing on the insurance bug to her daughter, who you will often see around the office. Family is a big part of the Foster & Witmer experience. The skills Cappi acquired in her earlier career helped to mold her into the successful wife, mother, owner and agent she is today.
