Dr. Horin received his D.D.S. degree from the University of Illinois/​Chicago. After graduating with honors, he assumed the dental practice of the highly regarded Dr. George H. Starr, Jr. in Effingham. Dr. Horin is past president of the Wabash River Dental Society, a component of the Illinois State Dental Society and the American Dental Association. In addition to volunteering in the literacy program of CEFS, and serving in various capacities in St. Anthony of Padua church, he is a past member of the Effingham County Board of Health, and presently serves on the advisory board of Catholic Charities. Dr. Horin has donated his dental services to the Mission of Mercy and other organizations providing donated dental services to the people of Illinois, and has traveled numerous times to Central America with other doctors, to provide medical and dental services to the people of that area. He resides in Effingham with his wife Cecilia, and son Eric.
