Specialties
Carter Engineering & Consulting, PLLC provides civil and structural engineering services for public and private projects. Based in Garner, NC, CEC accepts projects from the Carolina coast to the Ashe County mountains. Whether the client is an architect, contractor, realtor, or homeowner, the objective is to make the project easier, feasible, and [above all] right. And, to accommodate fast-paced schedules and deadlines, CEC schedules off-hour appointments as needed.
Carter Engineering & Consulting’s focus in civil engineering is site planning and design. This includes site layout, sustainability, demolition, erosion control, grading, stormwater management, utilities, and roadways. These projects are single family residential, neighborhoods, churches, schools, medical office buildings, mixed-use, and industrial developments. Depending on the client’s need, CEC’s involvement may begin from the due-diligence and feasibility phase, through final construction documents, to final acceptance inspections. CEC will meet on site to consult on matters like erosion control and stormwater management.
Carter Engineering & Consulting’s structural focus is primarily residential, but occasionally includes other light construction like churches, commercial buildings, and tree houses. Services include, but are not limited to, pre-purchase inspection consultations, new construction and remodeling design, and warranty and insurance claim investigations.

Meet the Business Owner
Sean C.
Business Owner
I grew up in Wilmington, where my father was a professor at UNCW. After graduating from New Hanover High, I earned my BA degree from Loyola University New Orleans in 1995. I returned to Wilmington for movie/TV work, and as the industry went dormant, got involved with building and renovating structures.
In 2003, I earned my BS Civil Engineering from North Carolina State University and have since been involved with projects like the Western Wake Freeway, the Soliel Center, high rise bridges, towers, stormwater systems, historic homes, and sustainable sites. My experience with wood, steel, concrete, soil, and water construction is thorough.
I enjoy shaping the landscape for development and helping with design, renovation, or preservation of structures. I love solving challenges and developing reasonable and feasible solutions that will last beyond expectation. I value working with architects, builders, real estate agents, and homeowners, because of the different perspectives.
