Great place to go to after an event or a meal, bring some friends! Lots of different varieties of sweets. From shaved ice to different teas, everything is neat and amazingly decorated. The mud pie is great for chocolate lovers! The small can still be pretty big so I reccomend sharing.

Stopped by on a Friday night after ArtAfterDark. Had the cookie butter shave ice. It was super good, affordable & they pair it with mochi, boba, pineapples & grapes! Super yum! One serving is perfect to share. My partner and I enjoyed it while we played a game of connect 4 (they also have Jenga & Candy Land)!
Will be back!

My kids like it because it was delicious! I liked the room, cute, clean and cozy. The service was friendly and helpful. We’ll definitely come back and try different flavors.

Snow ice! It’s like a delicate, creamy version of shave ice. I tried the strawberry/​mango combination, which came beautifully plated with fresh fruit, fruit tapioca, jelly stars, chichi mochi and a crispy wafer. Sooo good! Sony is a great host. He and his staff are friendly, polite and efficient. Great service!
We arrived just before 9pm, there were a lot of parking spaces available. A good place for couples or groups to come for dessert!

Cute little shaved ice shop! We ordered the combo mango and strawberry and the black sesame shaved ice. The texture is divine and melts in your mouth. Love their menu, there are a lot of options. Will definitely come back to try them all. There’s a area on a wall for customers to write in suggestions for flavors, which I appreciated. The service was nice, the girl was really sweet and helpful.

Came here to pick something up from Red Label and noticed a little Frost City shop.
Had a good selection and lots of seating on the inside. Seriously would have not found this place if I wasn’t heading in this area.
It was easy to order and my fiancé ordered a blended Thai Tea. I ended up getting a cookies and cream Frost and forgot to check in first to redeem the 50% off the frost with a drink purchase. But it’s okay, I’ll save it for the next time. Over all both items were good, wish I had more fruit with my frost but that’s asking for too much! Lol
Wish I lived closer, but glad I got to enjoy their desserts, oh and I heard their pudding is awesome as well.

Shaved ice cream?! Wow what a cool concept! There are a variety of flavors, but I went with the green tea flavor which I liked since it wasn’t overly sweet. The shaved texture is different (in a good way) and gives the dessert a light and refreshing taste. The small cost $ 5 and you sure get your bang for your buck since it is literally a mountain of shaved ice cream that comes with fresh fruit, jellies, those liquid-​filled bubble things that pop in your mouth (the lychee one tasted amazing!), and mochi. Also, this place caters to all ages and is kid-​friendly. They even have games that customers can play as they enjoy their dessert.
Delicious food, decent portions, easy parking right in front, and excellent customer service… definitely 5 stars in my book for those reasons.

Shaved ice cream, you mean shaved ice… wait, you DO mean shaved ice cream, what the…
I’ve been wanting to try this thing called «shaved ice cream» well more like been wanting to see what shaved ice cream looked like as I couldn’t get my brain to grasp how you would shave ice cream, do you freeze it to a block, but when I put my ice cream in the freezer it doesn’t get as hard as a block of ice… aahhhh, I no unda-​stand but I like sampo!
We walk into Frost City and the first thing that catches my eye is the big red wall with cute drawings. I scan over and see the games on the shelf. Wait, we can play these games while we have dessert, awright!
I look over the menu and ask the usual questions, can I mix and match flavors? They explain the pre-​mix flavors are listed on the combination section of the menu, oh, I get it, easy! I place my order and anxiously awaiting seeing this concoction in person.
The girl brings out my green tea shaved ice cream… oh my lawdy lawd! It looks like a masterpiece, the fruits and what I call «bubbles» surrounding the mountain of finely shaved ice cream, heavenly goodness! I questioned if getting a small would be enough, seeing how big the small was, I am very happy with my choice.
I carefully spoon the side of this this majestic dessert, and it falls ever so softly onto the spoon. I take my first spoon full and it melts in my mouth, soft, smooth and so very tasty. I finished my dessert in record time. For those who know me, I eat ice cream very slowly but this was gone, as if it fell off the plate and just… poof! I’ve been back many times after as I am hooked on Frostcity. I’ve tried a variety of flavors and have not been disappointed. The flavors are light and shine through. The flavor you order tastes exactly as it should which is a big plus. I get very irritated when I order a certain flavor and then it tastes like a mystery flavor. I don’t have that problem here.

Right around the time Bubbies Ice Cream on University Ave. was going to close, a few friends and I were looking for dessert options in the area. I was craving ice cream, but since the line for Bubbies was outrageous, we looked on Unilocal for an alternative and came across Frostcity.
I had a hard time finding this place, but one of my friends knew where it was. Two of us parked closer to Blazin’ Steaks and walked over, not realizing that Frostcity was in the same complex as Ahi Assassins. There’s a tiny parking lot and not too many cars can fit, so maybe it was a good thing that I was parked over by Blazin’ Steaks after all.
Frostcity was actually pretty crowded, but the five of us were able to find a table that was big enough to fit everyone in our party. The line was long to order, and they seemed to be short-​staffed, but the workers were friendly enough. It took us some time to get our orders, but once we did, I was so satisfied that I forgot all about the long wait time and slow ordering process.
The texture and consistency of the dessert here is almost indescribable. It’s best described as a hybrid between shave ice and ice cream. It’s sweet like ice cream, but the sweetness is really light — you don’t feel heavy after eating your dessert. In appearance, the dessert looks like shave ice and also includes a small selection of toppings. The desserts come in small or regular sizes; we all got smalls, which come with four toppings. While two of the guys shared, I had my chocolaty dessert all to myself. Besides the shave ice-​ice cream dessert – snow ice? I don’t exactly know what this concoction is called – this shop also serves boba. The assortment of boba flavors intrigued me, but I was glad that I got the ice snow during my first visit. I can always try the boba next time.
We just had a hot pot dinner, so the snow ice hit the spot. Here’s what we got:
«Mud Pie»: I was all set to order «Cookies and Cream» or one of the chocolate options, but I saw photos of the «Mud Pie» on Unilocal and I asked for that instead. It probably features some of the same ingredients as «Cookies and Cream,» but I was told it was a little chocolatier. I love how this dessert doesn’t melt quickly; I can actually savor and enjoy each spoonful without feeling like I need to rush. I also liked the cookie crumbles that adorned this dessert. The toppings that came with it included small bits of mochi, tapioca balls and fruit (which I didn’t eat). I loved the subtle sweetness – though I could have tolerated more – and the dessert is refreshing more than anything else.
«Green Tea»: One of my friends loves green tea, so this flavor was his immediate go-​to. I tasted a little of it and it was refreshing. Of course, it was less sweet than my chocolate option, but it was still refreshing. I don’t like strong green tea flavors when it comes to dessert, so this was to my liking.
«Haupia»: Now, I don’t like haupia … like, at all. Trust me, I’ve tried. So when one of my other friends got haupia, I was inwardly cringing. But, after I tasted a spoonful, I ended up agreeing that it wasn’t too bad. The haupia flavor wasn’t strong or overwhelming at all. I still wouldn’t order this flavor for myself – I’d go for a chocolaty one instead – but I was pleasantly surprised but how good this flavor did actually taste.
«Cookies and Cream»: I saw many photos of this flavor on Unilocal,and I’m determined to try it one day. Cookies and Cream has been one of my favorite ice cream flavors for a long time, so I’m curious to see what it would taste like in snow ice form. Plus, it also comes with OREO cookie crumbles on top.
«Chocolate»: If all else fails, chocolate is my go-​to. While I’m not expecting the same rich, creaminess of chocolate ice cream in this dessert, I’m sure any chocolate variety I get – whether it’s regular chocolate or dark chocolate – is sure to please.

Frostcity serves delicious sounding beverages (either blended ice or bubble tea-​style drinks), but the big star of the show is their frost, which looks to be a milk ice-​like dessert, served with fresh fruit, boba, mochi, and a few jellies. It’s not cheap; our chocolate-​and-​haupia combo (admittedly big enough for two) was $ 10. But it was special — creamy, sweet but not too sweet, surprisingly light, and tasty. I’m as inclined to compare it to a less calorie-​laden ice cream as I am to compare it to shave ice, and it probably falls in between. The quality of the frost and fruit felt a cut above what one might normally get in a comparable shop.
Our server Jenny was pleasant and friendly, more than willing to answer our questions and to make recommendations. The shop itself was casual, with plenty of tables and chairs and self-​service ice water. The AC was cool but comfortable — not the deep freeze that you find in some stores. The parking was free, but the lot is small, so not many spaces and a bit cramped — could be hard for someone in a big car (thankfully, there was no issue for our little Corolla).
I’d give this 4.5 stars if I could; it was very, very good. I think if my wife were writing this review, she would have given it a five, but for me, price matters because there is the opportunity cost question (e.g. would you rather have this or shave ice, a malasada, and a coco puff?). Definitely worth trying, and I’m sure we’ll be back for it again.

We had a bit of time to kill while in the University area. didn’t feel like driving far since we had to return in an hour. we had enough time to grab a snack so of course we turn to our fellow Unilocalers to guide the way! I’ve noticed Frostcity from time to time when driving past on King Street. never quite stopped by until today. glad we did!
Food: Drinks, snow ice, and a few others tasty treats. We new we wanted to share a couple of the Snow Ice selections. pondered the choices and went with a Mango/​Strawberry and a Green Tea based on the counter person’s recommendation. Side note. I was going to try the Durian but got overruled by my wife. maybe next time! The Mango/​Strawberry was very fresh, the mango flavor actually tasted like real local mango versus a mango flavored syrup. Very good, refreshing, not too sweet, perfect for an afternoon treat. The Green Tea was also good, you could really taste the depth of flavor of the tea itself. It was a little strange to switch between the two so my wife/​daughter hit the green tea while I focused on the mango/​strawberry. Yum…
Service: Order at the counter, take a seat, and they bring your order to the table. Counter person was friendly, made great recommendations, took away dishes quickly when we were done.
Atmosphere: Cool small space. they even have a variety of board games you can borrow to occupy your time while you savor your treats. We were watching a table next to us setup a game of Jenga. that could have ended badly with pieces scattering under numerous tables/​chairs. I was waiting to see what would happen when it all comes crashing down… but just then my order arrived and I lost track of all else. Next thing I know, I come up for air and the Jenga playing couple has left, all pieces put away, and I don’t recall hearing any pieces hit the floor. oh well.
Value: Multiple sizes, good value. We shared two small Snow Ice for three people. worked out perfectly.
Overall: I will be back… to try the Durian Snow Ice!

Umm, hello? FrostCity! Where have you been all my life?
I’ve never seen of or heard about this place, and let me tell you: it was a pleasant surprise!
Their product is a fluffy, delicious, feel-​good dessert that’s a combination between ice cream and shave ice. It’s presented immaculately with mochi, fruit and other island sweets alongside.
I had the cookies-​n-​cream flavor. What really struck me was how the ice cream wasn’t very sweet, which I enjoyed immensely. It was light, refreshing and flavorful. What more could you wave? The portions are huge, so order the small and you’ll be satisfied.

I had my first taste of snow ice at Frost City years ago. This is before it starting showing up in California. It was a great experience to try this new type of dessert.
Frost City has good selection of flavors to choose from like lychee, lilikoi, mango and many more. They serve you a mountain size portion with the toppings on the side. It is big enough for two people to share.

Friends and I visited this place after finding out all of the stellar reviews for frost city. I was first hesitant assuming that this place is just as disappointing as snow factory but it’s quite the opposite. This place has a similar concept, serving what I would call shaved ice cream. However the flavors are very strong and you can tell they use real fruits as their main ingredients. Many selections to choose from including different types of milk tea. The dessert is served either in plastic shave ice cups or on plates if you are eating inside.
The location itself is across down to earth and located in a small business complex, with ample parking if you are visiting at night. As I walked in I felt very comfortable. You can tell that they try to go hipster scene with the chalkboard as a Menu. But they fail miserably because the theme is inconsistent through the store. Business seems as if they are unsure as a mom and pop store or café. What I liked was that there were many tables to choose from and they even had games if you wanted to hang out with friends. I thought this was a cool concept, my friends and I took advantage of the games and played UNO (we did carry hand sanitizer lol). The staff was very polite and customer service was great.

This place was on my list of places to try. After finally trying it though, I was quite underwhelmed considering the amount of 4 and 5 star reviews this place has.
Likes: The staff was friendly and the presentation of the frost was pretty.
Dislikes: Parking. The flavors of everything I tried was bland. I enjoyed the wafer straw more that the actual desert itself. I also got a milk tea and it was quite bland as well.
I’ve tried this (frost/​snow) at other places and their flavors come out more. I don’t think I’d be returning here anytime soon though with the horrible parking and bland flavors.

Recently, the remnants of Tropical Storm Ela passed over our islands bringing muggy weather with record high heat indexes up 100-​degrees F. For as long as we’ve lived in the Hawaiian Islands, we’ve not ever experienced such oppressive heat and humidity. We’ve experienced similar heat and humidity in the Philippines, Singapore, Guam, Washington D. C and Florida but had sort of put those memories in the back of our minds so when we were «hit» with the muggy weather, those sticky memories rushed back.
But, when you’re hot and sticky, you want quick RELIEF. I had bookmarked Frostcity after reading several glowing reviews from fellow Unilocalers. So, since we were in the Moiliili area, we made a beeline to this shop. We were greeted by a friendly young woman who kindly guided us through the menu featuring bubble drinks, hot and cold snacks, and their signature «Frosts». The Frost is Taiwanese Snowflake ice which is similar yet different from shave ice. Snowflake ice is made from fresh fruit juices or natural food flavors, frozen into blocks then shaved into fluffy ice shards. The treats are served in two sizes — small and regular, priced at $ 5.95 and $ 7.95 respectively.
It took us a few moments to make a selection but we ended up ordering the regular combination flavors of chocolate & haupia (Hawaiian coconut pudding) for $ 9.50 to share. Also, with Unilocal check-​in, we received a 50% discount on a fresh mango-​pomelo juice with tapioca bubbles. The Frost was served on a plate with fresh-​cut pineapple chunks, coconut strips and more tapioca bubbles. The frozen treat was a wonderful treat and relief from the heat. It tasted like eating frozen pudding yet the texture was light as snow. If you ever had the experience of catching snowfall or snowflakes in your mouth… this is IT!
Yes, it’s more expensive than shave ice but for the fresh fruit flavors and light snowflake texture of these frozen treats, we’d gladly return to get relief from the heat. Sorry, we knocked off a star for the expense of these icy treats.

Excellent Taiwanese Shaved Ice.
Plenty of seating inside. Place your order with the cashier. Seat yourself, they will bring your order to you when it’s ready. Their shaved ice was incredibly fluffy, light, flavorful, and not too sweet. I appreciate the bits of fresh fruit, mochi, and other goodies that come complimentary on the side. The mochi was super fresh and had a lovely chew. Service was incredibly friendly. The cashier was personable and asked us if we enjoyed everything.
Highly recommended.
