Based in Houston, Emery Silva Strategies, LLC is a one-stop communications shop uniquely qualified to provide a wide variety of services to non-profit organizations, businesses, associations, retailers, and legislators across the nation. It was founded by Arturo Silva – a public relations professional whose 15 years of experience in Washington, DC includes working for a major trade association, Congress and a non-profit organization.
Playing a key role in formulating and executing proactive communications strategies, he has offered communications services on a wide range of issues including energy, pharmaceutical, and labor.

Serving most recently for five years at the Pharmaceutical Research and Manufacturers of America (PhRMA), Mr. Silva helped reorganize the Communications & Public Affairs department’s staff of eighteen, served as a spokesman for a multi-million dollar project assisting the uninsured, helped to foster PhRMA’s significant role during the debate on universal health coverage legislation, and coordinated projects and activities with member companies, vendors and public relations firms.
Prior to PhRMA, Mr. Silva worked for the U.S. House of Representatives for nearly seven years. At the Energy and Commerce Committee, he helped to garner national headlines for investigations into Enron and Ford/Firestone and played a key communications role in debate on the comprehensive energy bill.
