We specialize in payroll, human resources, employee benefits and risk management services. Our founders have been active in the Professional Employer Organization Industry since 1985. They have also been active in the regulation of this industry since 1989; serving on the regulatory board since 2000.

Business Owner

Celeste, as co-​president and board chair, brings strategic vision and decades of industry experience and leadership to CEO. As founder of the company Professional Employee Management, Dockery used her expertise and experience to build PEM from three internal employees and four clients to one of the most successful PEOs in the history of the industry. PEM founder Dockery managed every aspect of the business, from operations, finance and strategy, to employee benefits and marketing. PEM was sold in 1997 to the Wackenhut Corporation having grown to nearly 100 internal employees and more than 22,000 work site employees.

After the sale of her company, Dockery remained in the center of the employee leasing industry, not only working as a consultant, but also on the regulatory side of the business. Her leadership and involvement allowed her to gain a deeper and broader understanding of the business, not only from a state, but national level as well.
