M Santos and Sons Inc

I have an older rental property with a sewer backup in the alley (city’s right-​of-​way). The City of Modesto has a cost-​sharing program for sewer repairs in the city’s right-​of-​way, but one of the conditions is that three bids be received from vendors pre-​screened and authorized by the City.
M Santos & Sons is one of the contractors on the list. I called them seven or eight times to request a bid. The first time I left a message, I got a call back. They asked what the bid was for, I told them it was for the City’s cost-​sharing program. I had all the info they needed, including the bid forms. The enthusiasm over the phone disappeared once they knew what it was for.
The funny thing is that this was for a pretty big sewer repair project, some $ 4,000 worth. I didn’t get the bid, and called back another six or seven times to follow up. The second call, they said they were working on it. However, I never received a phone call after that. Never returned my messages. Never submitted a bid.
Meanwhile, the entire sewer repair project was put on hold while I was seeking a third bid, and M Santos & Sons’ failure to even ‘apply for the job’ left me with a backed up sewer for several more weeks. I don’t know how these guys are in business, with business practices like that.
