advertised on Craigslist: David Horobin informed his product «H-​Forms» for a retaining wall would be less expensive than standard masonry wall. I hired him, he informed I had to pay him a retaining fee so he could provide engineering details to the contracter he referred me to, to proceed with the work. He cashed my check and NEVER provided me, nor the contractor full engineering; therefore, the wall never got materialized either. The communication between myself and David Horobin was a total of six months. I contacted him and informed him I could not be without my retaining fee and without a service I paid him for, and for him to advise me of a resolve. He only continuously justified why he would/​could keep my money without a service… No resolve!!! I asked him to give me my full money back$($ 450.00), he refused.
