FYI… Jst to let everyone know i do wrk at the surgery center nxt door. We so require ppl to come at least 1hr early for their surgery due to paprwrk, insurance, and recent health and physical from your pcp. Sorry to say but there are some patients that don’t have the documents at the time of surgery and this is the reason why we request that patients come 1hr early jst incase or the surgery will be rescheduled. With that being said, every doctor are very good and I hope everyone understands, have some patience and we will do our best to best serve you. Thank You!

I have used Dr. Horn for years. He is is extremely bright and competent. Being current with the latest technologies and research; he takes his time to fully explain his diagnosis’ and treatments. He has a gentle way about him and sincerely cares for his patients. He has my full respect and trust.

I almost went blind in my left eye thanks to Dr. Horn. Saw him a couple of times back in March 2015 for flashing lights and some peripheral vision cloudiness and was told it was probably «ocular migraines». Went back in early October 2015 after losing half of the vision in my left eye (which Dr. Horn confirmed with a visual field test) and was told I had «glaucoma.» I asked if it might not be a detached retina (symptoms seemed to indicate that as per my research) and he said «absolutely not.» Went for a second opinion to Pacific Eye Associates in San Francisco in late October and they ran extensive tests, including a retinal scan. I was told I had to have surgery immediately that same day as I definitely did have a detached retina and was in imminent danger of irreversibly losing 100% of my eyesight in my left eye as the retinal tear was rapidly approaching the macula. They performed a cryopexy with pneumatic retinopexy right there in the office and within an hour I was on my way home. Happily I have now regained all of my eyesight and am recovering quickly from the minimally invasive procedure.

I never met such a great doctor ever in my life. He took time to explain the eye condition and how it affect me.

I m not going to write a lengthy comment. Great office service, Great eye doctor, especially when I had a scary incident with my vision. He answers all my questions and is very informative. Busy office.
Parking can be tricky and tight-​so plan ahead. Also building is on a hill.

Dr. Horn is a 5* but the office is an awful –1*. Today I waited 1 hr and 45 minutes for my appt, no apology, nothing. Tried to talk to the office manager but she claimed the only alternative is to cut short each appt and not let Dr. horn talk to the patients. How about booking fewer patients since each one clearly exceeds the allotted 15 minutes, ugh… Might have to consider going to another doctor because clearly this disrespectful treatment of patients has been going on for awhile. They were supposed to tell me how much my insurance would pay towards the cataract surgery, never got anything and now I am very nervous after seeing the other reviews. While waiting you can overhear women answering the phone and admonishing old and confused patients on the phone and then make fun of the patients after the call ends. The management of Dr. Horn’s office is a nightmare, something needs to change.

Do use Dr. Horn. He is great and seems careful and responsible. HOWEVER, if you could somehow sidetrack his front office that would be recommended.
The wait the wait the wait… be prepared to leave and make another appointment for later when they tell you the wait is an hour, because that means it will be a lot longer.
The billing the billing the billing. A portion of my last bill is going to collections because they did not collect from VSP for my eye exam. Last October I went in for a related (to my June exam) issue, I was asked by one of the (many, yes many — it takes a lot of people to run an office so poorly) staff about the unpaid portion, I mentioned that my VSP should have paid. I did not hear from them until April that I still had an outstanding bill… huh? I called, I was told I had to call VSP myself, as it was too late for them to get approval… blah blah… I told Ms. Officious and Rude To try practicing some customer service and own my problem and find a solution and quit bothering me for their mistake. She said she was going to send the bill $ 53 — to collections. Good solution… so thoughty and original. OK, I was not on my best behavior.
Lessons learned? Don’t assume that because you had a conversation with someone, that it is going to be followed by action. Document ever visit and contact. Have something to do after you check in… like go have dental surgery… come back when its over and you wont have too long to wait.

First off, if you’re coming to see Dr. Horn, make it as early as possible.
He is the type of doctor that does not dictate his pace by what is on the schedule. He spends as much time with the patient as needed.
Consequently, you get the best and worst of this. You get undeniably very good attention and all your questions asked. He is a very warm and empathetic doctor. However, if you are one of 10 patients and each patient is allotted 15 minutes but takes 30… you can do the math.
I cannot vouch for his technical expertise as he has not performed cataract surgery or any procedure on me of any kind outside of several drops to each eye and a thorough look at the back of my eyes.
I’m taking for granted that anyone reading this review isn’t looking for his surgery success rate. You are here to get your eyes examined and any issue discussed.
If you want quick fast in n out service with a prescription in hand, Dr. Horn is likely not for you. I would recommend an optometrist. Cal Berkeley students do it for cheap I hear.

Relocating to the Bay Area was challenging because I didn’t know many people. I found myself in need of an ophthalmologist. Who in their right mind uses Unilocal to find a physician? This girl does, apparently. I was scared when I went to Dr. Horn because I had experienced some drastic changes in vision, and I feared the worst. Before going in I did my research on him, beyond Unilocal.His educational background was impressive, and I certainly felt he was qualified to treat my case. When I met him I was very pleased with his caring, friendly demeanor and exceptional bedside manner. I also loved his explanations, which were thorough and easy to understand. Above all, his knowledge and expertise were calming and reassuring. I feel very fortunate to have found him, and I would certainly recommend him to friends and family.
As for the wait time…
Quality care is worth waiting for. I am appreciative of a physician who is focused on me and my issue and not on the clock.

Wait time is ridiculous. I had an eye appointment at 9:15 and was not seen until 10:15. Parking is on the street and you have to pay ($ 3 for 1.5 hours). I had to bring my baby and could not get out to put more money in the meter. They book appointments every 15 minutes and clearly they need to allow more time between appointments.
However, dr. Horn is great.

Saw Dr. Horn on Powerball Wednesday and although I didn’t win the 225,000.000 I still feel like I hit the jackpot finding Dr Horn!
Amazing! He is personable, patient, knowledgeable-​I love that he personally called me back, gave eye contact and a genuine smile when introducing himself. He educated me on the risk that I have for certain eye problems and why. The time was used efficiently and the support staff was just great.
Look forward to my next annual ck up!!!

I was very unhappy with the care that I received from Dr. Horn. It is my opinion (and I am not a Doctor but I have now visited three other surgeons and opthamologists) that Dr. Horn misdiagnosed my condition and was not paying attention to the symptoms that I was complaining about. My outcome became an emergency whereas had he recommended me to visit a retinal specialist, the treatment would have likely been less invasive (laser) and not an emergency. My eyesight has suffered from his lack of attention.

I love Dr Horn but I feel quite shaken after talking to their finance office manager that I may need to look for another doctor which disappoints me greatly. Dr Horn himself is kind and compassionate and extremely thorough. I have had an eye issue that has concerned me and had been recommended by a previous opthalmologist at Kaiser to keep a check on. After leaving Kaiser I felt lucky to find Dr Horn and trusted his judgement entirely. He takes all the time you need to explain things thoroughly.
But some billing issues happened that just plain confuse me and need to be addressed. In the end I believe they will be but there are ways of dealing with patients. It takes a lot to rattle me when dealing with people on the phone but I don’t think I’ve ever been treated with such disrespect as I have from the support staff.

Dr Horn is probably the best doctor I have ever gone to. He has amazing bedside manner. I only have one eye that is correctable and he takes so much more time making sure it is healthy. I was very impressed a couple of weeks ago when I went for my annual check up and he check my «blind eye» and then he went to my good eye and spent more time but told me during the exam that he was spending the extra time because that is the only eye I see out of it. I was getting anxious because I thought something was wrong because he was spending more time and he anticipated my concern without me saying anything which immediately put me at ease. I was going to another doctor in the practice when I had to go to Dr. Horn because the other doctor was on vacation and I am so happy I did. I am in my 50’s and I have been seeing eye doctors since I was 4. Believe me he is good and his credentials are some of the best.

I would like to rescind my harsh review on Dr. Horn. After all, it was his receptionist and not him. Perhaps we were both having a bad day. Obviously from the reviews he is a good doctor and he should not be punished because of this incident. He has reached out to me and as long as his staff has been made aware of the situation, hopefully in the future, when you call for an appointment, it will be a much better experience thanks to me…

Dr. Horn is skilled and compassionate in his care. He removed a bump below my eye making sure it would heal without leaving a mark. Afterwards, he recommended I have the tissue analyzed at a lab, and he went far out of his way to make it affordable for me to do so. It was easy to set up appointments and I never had to wait long. I would recommend him to anyone. Thank you, Dr. Horn!

Even though Dr. Horn isn’t my regular eye doctor he was on call when I had a problem with my eye (swollen for no apparent reason). He was sooooo nice to me. He met me at his office on a weekend, did a thorough exam, and gave me the drops I needed to resolve my eye issue. The most amazing part was he called me the next day to see how I was doing! Really nice doctor and those are hard to come by…

I never thought I would get an MD referral from Unilocal,but when my physician didn”t return my call, and I thought I had an issue that needed quick attention, I turned to Unilocal.
Dr. Horn was highly rated, and I see why. He was respectful, thorough, and he explained everything clearly. The office staff was helpful both when I called and with the admin stuff.

I just received treatment by Dr. Horn for a somewhat nasty eye infection, the kind of thing that could have been pretty distressing, but he and his staff made it an oddly positive experience. As mentioned in other reviews here, he’s incredibly nice and positive and makes you feel comfortable asking questions and generally going through tricky procedures — but he’s also obviously very smart and very knowledgeable. He explained what was going on with my eye very clearly, and also explained just what it would take to make me better.
And he saw me first on a Sunday! He brought his two boys to his office and saw me and someone else in the middle of the day.
Great guy, great experience, great doctor.
