Champlin’s Evergreen Café

I will not trust them to prepare my food again with the level of hatred in there staff. I was waiting in line and heard one of the staff sitting near the cashier express an incredibly racially derogatory slur in reference to a customer. I had no idea anyone could be so crude and unprofessional in the service industry. She said it in Spanish to her coworker loud enough to be heard by anyone standing by. What their staff fails to acknowledge is that many non Latinos speak Spanish. They cannot get away with disrespecting customers under the assumption that they won’t be understood. This café needs to reevaluate their personnel because the staff does not represent the EPA Building well.

This is a nice staff cafeteria. I got in with a visitors’ badge from security saying simply that I wanted to go to the café. The guard was helpful but clearly thought I was crazy. This place was the only nearby, open, high-​quality restaurant at 6am in this part of town. I’d just come in on an early Amtrak Coast Starlight from Seattle and desperately needed breakfast. I had 2 pre-​made smallish breakfast burritos for $ 9.
Champlin’s Evergreen can definitely satisfy your basic needs but it’s too much hassle (and still a staff cafeteria). If you have other reasonable options, take those.

Some people say the best Mexican food in downtown Sacramento is at Alejandro’s on K. Some people say Vallejos. They are wrong.
The best Mexican food in downtown Sac is on the ground floor of the Cal/​EPA building, and it’s only like twice a week. Though the food is amazingly delicious, perhaps the absolute best part is the folks who work there. I have never met a nicer, more welcoming, or better looking staff.
They have breakfast burritos, shrimp tacos, and a steady supply of egg sandwiches. Soda pop costs a dollar, and you can sit on the patio and enjoy your meal. If you want, you can just get rice and beans; cheap lunch, yo.

BEST. shrimp. tacos. ever! All ingredients are fresh and coordinate perfectly. I think their sauce is magical — combo sour cream and possibly adobo or «just» red salsa. YUM.

Many of you may be regulars in downtown, who knows most restaurants within walking distance, but only the few, typically superior regulars like myself know about Champlin’s Evergreen Café. That’s because it’s located on the ground floor of the Cal-​EPA building at 10^th and I. Only the superior regulars like myself are able to walk in through the entry from inside the EPA building while the others must be escorted by security and given a visitor’s pass. Don’t worry, there aren’t any strip searches, x-​rays or pat-​downs before entering.
There are many cafeterias in state agency buildings such as the one in the Capitol, the Resources building, etc. However, this café looks more like a restaurant when viewed from outside rather than just a cafeteria. This place is mainly for the workers of Cal-​EPA, but is open up to the public (if you get pass security. MUAHAHAHA).
This place serves all types of food. Sandwiches, soups, juices, coffee and entrees, but the daily specials, are really daily specials. Prices range from $ 5 to $ 7 depending on how much and what you get. There are also teriyaki chicken with white rice and veggies, all the salad you can imagine, spaghetti with meat balls and garlic bread, and chicken ceaser wrapped in a spinach tortilla.
Feeling Mexican? Well you’re at the right place! There are breakfast burritos, shredded pork carnitas with rice, beans, tortillas and toppings.
However, my favorite items in this place: $ 5.75 turkey club sandwich, $ 1.00 coffee (hazelnut or cinnamon bun), and $ 1.00 fountain refreshments!
