Dr Richard N V Phung

My family has been going to Dr. Phung for over 15 years. He is very knowledgable and knows what he’s doing.
I’ve made the mistake of going to nearby places after I moved out of San Diego and those places just rip you off!
I called and made an appointment with the doctor and Hao was the one who helped us out.
Upon picking eyeglasses Hao was very honest with the glasses he suggested for my children.
I have VSP from my workplace and it pretty much covered everything from this visit including two glasses for my kids! Very happy with my visit once again with Dr. Phung and his staff.

This office scams patients by offering QuantiEye MPS II to determine macular pigment for AMD for $ 20. I paid this thinking it will be good to know if I am at risk. Dr. Phung comes back w/​results saying that I am at risk, as I age, for AMD. So the preventative treatment is supplements. $ 111 for 3 bottles of Eye Promise. He also said I have the first stages of cataracts and that these supplements will help w/​this too.
I decided to read the other Unilocal reviews (after my appt) and found that another patient was told the same nonsense. They saw another Dr. and found out that it was B.S. I decided to do the same and low and behold, my eyes are normal with no signs of AMD or cataracts. So after spending another $ 19 at another office, I was duped by Phung.

This post is just a warning that Dr. Phung has Retinal Imaging equipment, and he apparently uses it to collect an extra $ 39 in cash from patients. That’s what he did when I took my young son in for a regular eye exam. He said my son might have a condition leading to macular degeneration, & we should pay to have him take photos of the inside of his eyes. I was skeptical, but of course when a subtle fear tactic is used regarding your child, you’re vulnerable. I took him to an ophthalmologist, who made it pretty clear that Dr. Phung’s pitch was pure fiction.
Since then, I’ve done a fair amount of research regarding retinal imaging cameras. There is a lot of discussion on the Internet indicating that, in fact, this is an extra revenue stream for optometrists, and many of them make up stories to collect this cash fee. I called around to other small optometrists who do use the equipment for the same reasons, but they charge $ 30 or $ 35. Dr. Phung’s charge was the highest I found. Dr. Phung told me the charge would be submitted to the insurance company, & presumably I would get the money back. But in fact no insurance company reimburses for taking these photos, so that was another part of the scam. I do understand that independent optometrists are getting financially squeezed between low insurance reimbursement rates for legitimate procedures and competition with the low-​priced chains. But this is not an ethical way to increase cash flow.
I gave two stars because Dr. Phung does seem to be a very smart and well-​trained optometrist, and because his equipment seemed up-​to-​date. But we will never visit there again.

Horrible service, they can’t speak English and they will not make accommodations even in an emergency. They just say to go to your primary doctor. Very unprofessional.

Dr. Richard Phung and his kind faculty has been treating my family ever since we moved to San Diego — coming up on 10 years now. They’ve always been VERY responsive and sensitive to our needs. I assure you that he will take great care of you and your family’s optometry needs.

I came here for an annual exam and contact lens prescription. The staff was nice and the exam went great up until it was time for me to leave. The staff had given me a quote on a package for contact lenses for a years worth which my insurance wouldn’t cover. Once I told them that I have would have to give it some thought, since it was around $ 400, they became rude. The receptionist ordered me to take out the contact lenses that they had given me as a trial pair in front of the entire waiting room, which was extremely embarrassing and degrading. I took the contacts out of my eyes and left immediately. I will NEVER be going back.

I would recommend my family to come here for eye exam and glasses!

They don’t wipe their machines with sanitizers but just regular facial tissue which obviously will not remove the previous person’s germs! Even though you have an appointment, you won’t get called in until 30 minutes later because it’s either they’re too busy or the doctor is not in.

Its located in the same shopping center as Traders Joe and Chuckie cheese. There are plenty of parking but the parking in front of Dr. Phung office is very small, ‘close’ parking will very likely give you car dings.
I really like the staff, they are very nice and accommodating. I tend to loose my glasses a lot so the times I been here they were always happy to help me replace my glasses, and let me know ahead of times when my prescription was expiring to allow me to have plenty of time to plan when to come in for a check up. The wait is average, not too long depending on if theres someone ahead of you. Though there was a few times when I was in and out of there. Dr. Phung did his undergraduate at UCSD (GO Tritons !) So we had a few things in common, but not based any of this review from that. Though its nice to chat to him about school, something other than my poor vision. LOL I

Very good place, I have been going here for a number of years and my sister and mother have been going there longer. The staff in front are very helpful and courteous and the doctor is very good at what he does. Overall, good service I would recommended this place for all your eye needs! Don’t hesitate to visit Dr. Phung :)

I came to Dr. Phung’s office looking for someone with reasonable fees, and that’s what I found. Dr. Phung and his front desk team have always made efforts to accommodate me when my health insurance wasn’t good enough.
Other things I found: excellent understanding of my eyes health issue, clear explanations, and a doctor who will take the time to chat with you about your life.
All my reading glasses have come from his office for the last 10 years.

Terrible place, everything is an extra charge. Staff in the front desk were so supper bad. You should hire people who can completely understand and speak VIETNAMESE… Need more lesson on learn how to treat customers.

I drive all the way from Orange County to see Dr. Phung. He really is so kind, attentive, and thorough in his process to check my eyes!
Growing up, due to my eye condition, I always needed to see an ophthalmologist, who always told me I would never be able to wear contacts. When I saw Dr. Phung, he was able to accomodate and assess my eye condition, and he explained to me that contacts actually could be a possibility for me!
In fact, his eye checking process was way, way more thorough than any ophthalmologist I’ve ever been to, and he was was able to refract the light better and give me a more precise prescription. He let me try on a pair of contacts, and after instructions on how to wear them, he rechecked my eyes with the contacts in to make sure that the contacts were a good fit for my eyes.
He also gave me a trial pack of my contacts and followed up with a phone call a week later to make sure I liked my contacts before proceeding.
I definitely would recommend Dr. Phung for his care and attention!

Most thorough eye exam ever. Dr. Phung and his staff are very friendly, professional, and really care about their patients. Many of my family and friends are his patients as well, and they all highly recommend him. His entire staff is so helpful when I am having trouble picking out my glass frames.

LONGEST WAIT EVER. weird place, primarily the staff in the front seem like they don’t know what’s going on and don’t take the time to explain to the patients what they are doing, and they seem to dilate everyone’s eyes so the have a longer window for making the patients wait. My appointment was at 11am it’s 1pm and I don’t even have a prescription or any explanation in hand. Feels half assed and you’d get better treatment & time management else where. I gave a 2 star because its close by.
