Top of the Park Penthouse Restaurant

I was looking for a HIGH END dining experience for my family this Christmas and jumped right on the idea to make reservation at this Restaurant since I previously enjoyed the wedding of my best friend up on the TOP of the Inn at the Park, and we had the best food, wine and a spectacular views at the wedding.
I decided to make special reservation for my parents and my partner to dine on Christmas Day at the Top of the Park Restaurant. I told my parents it was going be a surprise, not knowing what a SAD Christmas gift it would be. Here is my story and I hope that the New Management takes this to hart, because I will not be coming back.
It’s 1:45 PM. Time for the first seating. When we arrived at the Inn, we took the elevator to the 7^th, Floor to find that at the dining hall on the top a sign was placed to inform guests that the hall was closed due to Christmas. That already set off alarm belts.
The janitor cleaning up the area told me that the dinner experience we were looking for is in the Bottom of the PARK. OMG, now views down there I thought. My partner and I debated if we should even attempt to dine at the bottom floor Restaurant, but we decided that since we are already having the reservation, and since it was Christmas Day, getting another reservation somewhere else would be impossible on Christmas Day.
After taking some family photos on the Top, with Balboa Park and the Bay in the Background, we took the elevator to the BASEMENT (B-​Level on the Elevator Setting.)
A line was forming between the BAR part and the restaurant. We were seated and a friendly waiter named Anthony greeted us.
We looked over the menu. At the top of the menu, the price per person was printed. Why would the restaurant do this, knowing that most of the guests today were aware on this fixed price menu when they make the online reservation? An embarrassment never the less.
We finally were ready to order. We ordered the appetizers, 2 Lamp Shank Soup and 2 sweet potatoes bisque came. We first received the wrong order. That was taken from us and our true orders were delivered slightly later. A mix-​up of the table isn’t a big deal, but yet, it was disturbing, since the food that was delivered to our table was now taken from us and redirected to another.
All right the appetizer finally made it LUKEWARM… BTW, we each had 1 dinner role. We had to ask to bring us another. No problem Anthony said, coming right up.
The main dishes came. 2 Salmon, 1 Ham and 1 Ribeye. The fish was undercooked and had to be send back. The Ribeye was undercooked and chewy and Dad could not get it down. My Ham dish was lukewarm like everything else. Enough I said; I am so sorry Mom that I brought you here. I got up and talked to the Manager. She was apologetic for our dining experience and said are you ordering the deserts? I said; I hope there is some highlight here yet. While this is all happening, Anthony our waiter brought us 4 glasses of red wine to make up for the lack of dining experience. We thanked him.
We eventually got the bill. It was discounted by 50% and I appreciate the gesture, however, given the poor quality, given the switch and bait marketing between the TOP and Bottom restaurant, I feel I must go back today and ask for a full refund.
It saddens me that there was no quality check in the kitchen. I never expected this at this restaurant and my parents are so unhappy about the entire thing they had nightmares and I am even more saddened that I missed an opportunity to have a SUPER Christmas Dinner with the people I love on this most important Day of the Year.
PS: The bill included the TIP of 20%, However, when the bill came, I did not noticed this, and paid another TIP. The entire experience was a SCAM.

I had a below average lunch.
A boring sandwich made with basic ingredients that I might have made better myself. My friend had a pasta dish with shrimp that was slightly better, but not by much.
The place was empty and the service non existent except at the very end when the «server» began to be attentive and hover around for the tip. No water glasses were refilled. We had to keep asking for refills, more napkins, etc.
We sat on the patio and the two stars are essentially for the view of the 360 degree pretty San Diego skyline.

Today I had my worst experience in a San Diego Restaurant. Very slow Service, standard food, a Group conference making noise during my meal and had to get out quickly because the electricity was going out… After a very «simple» apology from the manager we didn’t get any kind of courtesy from the Restaurant…
