Rock Creek Springs

We have lived in a 1 bedroom at Rock Creek Springs for almost a year and just renewed our lease. I think you get a lot for your money here. The apartments aren’t brand new but I actually like the character. We have an updated unite with faux granite counters and stainless steel appliances. The parquet floors are in kind of rough shape and the bathroom tiles and grout could use some work but the rent here is much cheaper than in brand new higher-​end units near by.
The management has always been a delight to work with and the maintenance staff is professional and courteous and they have always responded to maintenance requests in a timely manner.
I really like the area, there is a lot of green space yet it is only a 5 minute walk to the Metro. We moved here from Bethesda because it’s much more affordable but it’s also got a nice neighborhood feel to it unlike Bethesda and other parts of Silver Spring. It’s great if you have a dog because there are so many dogs in the neighborhood you always run into someone walking their dog and people are pretty friendly. I have always felt safe here, streets and sidewalks are well-​lit.
The only downside is the parking. They say that parking is free, however, if you get home after around 6 pm there won’t be any spots open. There are a limited number of metered and street spots available around the neighborhood and parking is prohibited along the DC side of Eastern Avenue. There is the option to rent a space in the condo building next door for $ 100 per month. I have actually stayed in some nights when I would have rather gone out or run errands because I know I’ll lose my parking spot.
Overall I would definitely recommend Rock Creek Springs as a good value and great place to live.

Do not live here. We have lived here for two years and can not take it any longer. The management company is horribly rude and do not care about your safety.
1. We did not have heat in the middle of winter for six weeks, despite notifying them on three separate occasions. Their solution was to offer us space heaters, which would have been an acceptable short term fix if we didn’t have a dog. When we approached the property manager to follow up and ask when it might be fixed, he was upset that we had the audacity to bother him, despite not getting a response to our multiple prior issues. It only got resolved once we got the county involved, and they were threatened with hefty fines. Miraculously, it was fixed two days later. Same issue happened in mid-​spring, with our AC for three weeks.
2. There have been at least two violent crimes, where women have been mugged at gun point. No bulletin or warning was posted by management.
3. At least three cars were broken in to while in the parking lot. Again, no warning posted.
4. We have awoken to water streaming from our ceiling fixtures, flooding the kitchen at least three times in the middle of the night. They didn’t seem to want to resolve the issue immediately until the morning, and would have left us with water pouring if we weren’t so unhappy.
5. They think it’s acceptable to schedule a home visit on a Saturday without a courtesy request, oppose to a more convenient time for the tenant. They do not respect the tenant’s wishes to re-​schedule the visit for a more reasonable time, perhaps while the tenants are at work.
6. They employ a predatory towing company, but yet allow their employees to park in no parking zones.
7. They require a 60 day vacate notice. Which they then complain is TOO short of notice.
Postives: It’s close to the Metro. And Downtown Silver Spring. And they allow dogs.
TL;DR The management at this place sucks, and doesn’t care if you might get mugged on their property. But it’s a 5 minute walk to the Metro.

I lived in Rock Creek Apartments and truly enjoyed the experience. The apartments are quaint and cozy. The staff in the office and maintenance were helpful. The only reason I gave them 4 stars out of 5 is because the restroom needs upgrading. The tile was old and broken and the plaster around the tub was not professionally done. I didn’t enjoy looking at it every day. The parking situation was a problem when we first moved in but was quickly resolved by the leasing office. If your car didn’t belong there, you would not find it the next morning, problem solved. Keep it up.

Our experience is a bit untypical. Service and management people are good, but due to the smell of the floor and that we had to move out in the end, I give a total 3 stars (5 stars for the management, 1star for the smell of the floor).
We moved in to a 1 bedroom apartment last January. However, their newly polished floor smells a lot — actually they just finished the floor the day before we moved in. We tried to leave the window open for two week (with temperature around 20 – 30 F). However the smell doesn’t go away, so we had to move out in the end.
The management helped us in addressing this issue. In the first week, the assistant manager sent a lady to help mop the floor and scent it with lemon aroma. But the smell didn’t get better. So in the second week we asked the manager if we could move out without penalty. The assistant manager came to the apartment, confirmed that the smell is still all over the place, and discussed with his manager. In the end they let us to move out without paying any penalty — so we only paid for the period of time we lived there. The refund check also arrived fairly fast, within three weeks.
Even though we need to move again to another apartment, I’m thankful that the management addressed this issue in a friendly and helpful way. Besides, the neighborhood is quite and cozy. So, just check if the floor smells before you move in, and otherwise you should be fine.

The leasing office and property management is very unresponsive to any problems with the apartments. Most recently, I developed a health issue (nausea, vomiting, and severe headaches) from them painting a neighbor’s unit without proper ventilation. When I expressed my concerns, they were unable to contact the property manager and unable to remedy my living environment.

If you deal with Rock Creek Springs Apartments, get everything in writing. That is the only way you can protect yourself.
Summary: I negotiated the terms of a six month lease with the manager at Rock Creek Springs and paid a deposit for my apartment. When I showed up on the agreed upon date to sign the lease and get the keys, the terms of the lease had been altered. I was given a 12 lease and told that if I wanted a six month I was required to pay a substantial premium. Nearly a week later, Rock Creek Springs acknowledged their error and gave some lame excuses. But the management was very reluctant to return my deposit. I was shocked how amateur the management was and how glibly they considered their legal obligations to their tenants.
Rock Creek Springs put me in a horrible spot. Since I needed to move out from my previous apartment the weekend I stopped by to sign the lease, I either had to acquiesce to the altered terms, or upend all of my moving plans and find a new place to live in the next 48 hours. Ultimately I decided that I was going to be happier dealing with the major headaches and extra expenses of a last minute move than letting my future landlord take advantage of me.
In the aftermath, the apartment complex acknowledged an error in offering me the wrong lease when I tried to move in. They remade an offer to rent the apartment at the originally agreed upon terms. However, Rock Creek Springs never understood collecting a deposit for the apartment gave them a legal obligation to render the apartment to me at the agreed upon date under the agreed upon terms. They never offered to comp the considerable expenses I had to bear when I couldn’t move in as planned (paying for short-​term storage, temporary housing, and an extra move). When I merely asked the management to return my deposit they were extremely hesitant.
Getting my deposit back was a huge headache and I’ll discuss this in some detail because it encapsulates just how smarmy the management can be. At first the manager insisted that it was impossible to return my deposit, falsely claiming that I had reneged on the agreement. At one point in the discussion the manager made a bizarre emotional appeal that I think about how much this fiasco is costing them since the apartment is sitting vacant. At another point the manager openly theorized that I was secretly trying to take advantage of their error because deep down I wanted to renege on our agreement without losing my deposit. He questioned why I couldn’t have just signed the lease as it was and tried to get it fixed later. Then he offered to return half my deposit and said that it was the best he could do. Eventually he agreed to return the whole thing. The discussion was a surreal, the kind of performance you usually only see at a used car lot.
I initially assumed that because the office appeared to be professionally managed that I could trust the people working there. I didn’t want to create unnecessary paperwork and I wanted to take people at their word. Don’t make the same mistake I did.

I lived at Rock Creek Springs for about two years until mid-​year last year. We paid $ 1325ish per month for 750 square feet, though I hear that prices have gone up since. The apartment had your standard beige carpet and white walls. The layout of our apartment was awkward because the kitchen and dining area was very narrow, but the complex has multiple layouts to choose from.
The good news: No unwanted pets (aka mice, rats, roaches). Adequate closet space. Very quiet at night and within walking distance of Giant, the Metro, and most of downtown Silver Spring. Hallways are cleaned weekly. Small but convenient washer and dryer in every apartment. Free permit parking, though it fills up quickly.
The not-​so-​good: The complex still has window units for its cooling and heating systems. So in the dead of winter, you need to remember to turn on the unit in your bedroom prior to bed so you don’t freeeeeeeezzzzzzzzzzeeeeee. Appliances tend to be older. Kitchen is tiny.

I wish I could move my apartment at Rock Creed Springs to about 8^th and East Capitol. Then my life would be perfect. Of course, the rent I paid would have gone up by about $ 1500, but oh well.
Rock Creek Springs, well, rocked. I did not live here very long, but I LOVED my apartment. Two huge bedrooms, giant living room, dining nook, kitchen, fantastically large storage closet… sigh. Now I live in a tiny studio on Capitol Hill, and although I couldn’t be happier living in the city again, I do miss the space I had at Rock Creek Springs.
Honestly, the people who work in rental office could be a bit slow. I can’t tell you how many times I would ask them a question, and one day I would get one answer, and the next day a completely contradictory answer. However, they were always fair and did help me out when I needed to get out my lease at the last minute.
If you like apartments that are spacious, deathly quiet, and in a garden setting, then I high recommend Rock Creek Springs.
