The Enclave

This is possibly one of the worst places you could live. There is constantly unattended kids running up and down the hallways punching holes in walls and even discharging fire extinguishers, getting in fights and smoking weed in the stairwells. Management has sent letters out reminding residents that unattended children encountered by staff will be grounds for eviction; however, I’m sure this has never been enforced. Security will come when you call but by the time one of two security guards gets there the kids have already disappeared to another floor. Management needs to actually enforce the rules and not make empty threats.
There is also a constant smell of weed that emanates throughout the building and my apartment. Management has also sent letters out stating that they would be enforcing the non-​smoking rules, but again this seems likes more empty threats as I still smell it everyday.
The fire alarms go off at minimum 3 times a month. It is usually a false alarm and is most likely due to kids pulling the alarm. It has gotten to the point where the majority of tenants do not actually leave their apartments. Management needs to communicate to residents when these alarms are real, during and after the fact. This is a huge safety hazard and needs to be addressed.
Neighbors dogs bark incessantly at all hours of the day and night. Complaints to management were not taken seriously.
At one point multiple cars were broken into in the parking lot that was apparently being patrolled by security. There was even an escalade that had its wheels removed one night while it was parked directly in front of an entrance, It was left on cinderblocks!
Also, a guest of mine went to their car the morning after parking in the lot to find it backed into a different spot. After calling the towing company it was determined that they towed the car on accident. They claimed that the pass that my guest had displayed was an old pass that wasn’t being used anymore but just incase they brought the car back to the lot. Management gave me the pass the day before this happened, obviously someone in the office is not communicating.
Lastly my carbon monoxide detector started going off one night. I called the emergency maintenance line. The person on the line had the audacity to tell me to just open my window for a couple of hours and that we would be fine, and they would come in the next day to fix our problem. Pretty ridiculous right? Obviously this person has not been educated on the effects of carbon monoxide poisoning. So instead of doing that we called the fire department, who came in and shut the gas line off to our extremely old stove, which they determined was the source of the leak. It’s absolutely ridiculous that the enclave responded in the way they did. However, come the next day they were in my apartment taking steps to replace the stove.
Many of these issues are due to the residents who live in this building. However, the management team and security must be expected to a better job to help control these issues and create a better living experience for residents. I would have moved earlier but I am a poor graduate student who cannot afford to break a lease. My advice, look elsewhere!

Enclave apartments by no means is luxary living. I’ve lived there for 7 months or so and broke my lease and got the heck out of dodge. The office staff is brain dead and are very aggressive when you present them with their short comings.
I’ve complained to them constantly about the trash, cigarettes, noise levels, drugs, kids roaming around alone. Save your money and fo somewhere else where you will be appreciated and your money won’t be wasted on a trashy apartment complex.

This place doesn’t even deserve 1 star. They are quick to show you around for their «horse and pony» show.” But after you move in your soon forgotten. The maintenance requests are very slow. It took them three days to finally get to my apartment and repair my washing machine. In addition, when we moved in an entire wall outlet was missing. The reason I am saying this, is before you move in, they are supposed to do an intense inspection of the apartment. Furthermore, parking after 9 p.m. is impossible. The parking lots overflow out into the street, so if it’s after 9 p.m. and it’s raining, your done for. We’ve lived in the apartments for only three months and the fire alarm has gone off 5 times. Only one of those times was an emergency for the entire building. Which brings me to the next point. The Enclave staff never communicates what happens when an entire building is evacuated. They’ve done so only once, but it took them more than a week to send out an email. The Enclave is also quick to take your money, but in my case when I have to move for a family emergency to Florida — they don’t care. They are charging me $ 3,150 to cancel my lease because of my family.

I transferred from the Berkshires at Rock Spring to the Enclave two months ago, for convenience, plus both properties are owned by the same property management company. The easy part was the transfer. However, I was EXTREMELY upset at the move in process. I was given my keys but no one ever walked me through the apartment. As a matter of fact, it was almost an inconvenience to get my move in completed. The girl in the office NEVER returned my phone calls after I signed the lease and it seems like they are always on vacation (or so their voicemail says). I had to figure out on my own that there is a cart you can use to bring in heavy items (bring your drivers license). I had to figure out on my own that the laundry machine only takes $ 5’s and $ 10’s (you pay $ 4 for the card). I had to find my mailbox and figure out where to put my trash and that a permanent parking pass is an extra $ 20 per month. If you want a free visitor pass, you have to pick them up daily. At Berkshires, I could pick up a weekly visitor pass. When I moved in the kitchen cabinets were the most disgusting things I’ve ever seen! Caked on roach droppings covered the insides of the cabinets. I had to scrub and scrub and used 2 containers of Lysol wipes to get them clean. THEN, I’ve gone through 2 bottles of roach spray even though they sprayed before I moved in. Even today, almost two months later, I find a live roach on my toilet seat. Whatever their pest control company is using, isn’t working. I should have bombed before I moved in. In addition to the roach problem, the first night I was here, the fire alarm went off and some woman was screaming at the top of her lungs, cursing at someone in the hallway. Since then, the alarm has gone off 3 – 4 times for no apparent reason and each time, the fire department has to come out. Not horrible, but I’m on the first floor so I hear everything. I don’t have any noise from my neighbors, but the hallway noise can get a bit loud at times (I keep my TV on to drown it out). I’m used to Berkshires, which was so quiet you could hear a pin drop at all times. Like others posting, there is quite a bit of heavy pot smell outside. I have not smelled it inside nor have I smelled cigarette smoke inside.
So, the building is old, I knew that, but the rooms are very spacious and I did gain 100 sq. ft with upgraded cabinets and appliances and am paying less rent and less utilities, so financially, it is a good move. I did loose space on the bathroom compared to my old apartment, but I gained a ton of storage/​closet space. I just wish I had a washer/​dryer in my apartment. I know I can get an apartment with them in it, but the price goes up significantly. Maintenance has been okay. In the beginning I was upset that it took them 3 days to come take care of mold under the kitchen sink and then I had to tell them how to fix it, as the guy was going to simply wipe off the mold with a wet towel and glue a piece of tile over it. When I told him he couldn’t do that, he sprayed something on it and then came back the next day and glued the tile on. I had to tell them to caulk between the back splash and the counter top because that is where the water was running down and causing the mold. I submitted a request to have the living room AC checked as it is blowing warmer air then the other room AC units (like a motel unit). They turned the dining room AC down to 60 and said everything works fine. No, it doesn’t. I’m going to have to put in another ticket. It seems to take about 3 days for any requests, although it only took 1 day to replace the oven light bulb (go figure). Other than the mold (I am highly allergic), I haven’t had anything urgent so I can’t really complain about maintenance too much.
What I like: I like the international feel of the complex, as my boyfriend is from Sierra Leone and has friends here. I like the convenience to 29, 495, etc… They have shuttle buses that take you to the metro station. I haven’t been to the pool or gym yet, but they seem nice. I took my grandson to the playground and the other kids there were friendly to him. Oh, and for the people complaining about parking… there is valet service at night so there is no reason to complain. FREE parking. I was paying $ 75/​mo. at Berkshires for parking. Concierge is okay, but they tend to only talk if you ask them something, they should be greeting everyone and not chatting with friends. I do like that they email you when you have a package (again, bring your drivers license for ID).
All in all, its a decent place and you have to remember, there are approx. 500 apts in each building and that’s a lot of co-​mingling. It’s nice enough, now that I’m moved in and everything is clean, I’m going to give it a chance because I signed a 2 yr lease and don’t have another option right now. I wouldn’t say I love it here compared to Berkshire, but it’s simply… okay for the price.

Pros:

Cons:
* by no means it is «luxury» living
* outdated interiors, faucets, painted-​over door-​knobs, old kitchen appliances
* trash problems: people leave garbage in hallways, garbage stinks, flies swarm in elevator lobby
* stairs are filthy and smell like urine and cigarettes
* we saw one cockroach in apt so far. One more, and we are outta here.
* parking situation is getting worse and worse every night
* tenants leave their small dogs locked on the balcony, so the dogs keep barking for hours
* heavy weed smell in hallways

I have lived here for a year and it has been the worst experience. Ants are everywhere, maintenance will come but the ants come back. The customer service is extremely poor, the people in the office come off nice but if you complain they are very quick to give you attitude. They go back and forth with and will so «well no, I said this» or «that’s not what I said». When we moved in we were told things would be fixed and they weren’t. We had mold on our vents and were told we had to clean it off ourselves, mind you we had just moved in.

Today, April 23, 2015, I was awakened by a small dog’s anguishing cries, and it’s owner’s screams for help. There was an individual who frequently allows what appeared to be a bull mastiff, and another fairly large dog run free. While on my morning walk, I have had to take alternatives path due to this grossly negligent owner, allowing his large dogs run free, unleashed!
I watched in horror, this morning, as the small dog was mauled by the larger brown dog. Several passers by, beat the large dog off of the smaller one, but sadly it was too late. They came to help, due to the small dog’s owner’s screams for help.
I left a message for The Enclave Management, as I my children, and others have had close incidents with large dogs, in the relatively small elevators.
Management returned my call and informed me that the smaller dog died. I was traumatized! I asked Management to considering a weight restriction for dogs. I asked what «if that had been a small child, or other person; the small dog ‘s helpless cries, were tragic enough, imagine a child». The member of Management, incredibly said that they cannot live by «what if».
My recommendation regarding the Enclave is to strongly consider your safety for concerns that should be addressed, and the indifference of Management, before making this home.

The Enclave is the definition of luxury living! I have a two bedroom apartment that is massive, and it is decked out with top notch appliances. The apartment rent can be considered as a bit pricey, but it is definitely worth it! The Enclave staff is amazing; maintenance requests are usually responded within 24 hours. The landscaping and buildings are beautifully maintained. Additionally, Enclave throws many community events such as holiday parties, cook-​outs, yard sales, weekly zumba classes, pool parties, bingo nights, and etc. Enclave really has a community feel!
This is by far the most impressive apartment I ever had! Unfortunately, I have to move because my roommate is relocating, and I cannot afford the 1 bedroom apartment that Enclave has to offer. I definitely recommend living here; it would be a great experience!

My husband and I have lived here for the past 3 years and we are happy. I have never lived in a high rise apt building prior to living here so there are some nuances that I have adjusted to but all in all, I can tell you that the elevators are rarely an issue (the apt mgmt allows you to reserve elevator service exclusively for you when you move in/​move out). I love the community, very family friendly. Front desk concierge staff have been great, although some staff members are more friendly and helpful than others. Management is timely and responsive to issues when you contact them via phone, fax or email. The fitness center, pool area, lobby, business center, store, tailor shop, community room and community store are all amenities that have been wonderful to have access to. Great location. Parking used to be an issue before they remodeled the parking lots and added more spaces. Guests can get a parking pass that you can obtain from the concierge desk or neighborhood parking is an option after 10pm (which is not abundant).
Pest control is a seasonal issue though. Ladybugs flock to this area in the fall time so every year I have had to let maintenance know about this and they take care of it but like I said, it’s seasonal. Reasonably priced apartment considering the cost of living in the area and all the amenities that comes with living here.
Easy access to downtown Silver Spring, the Beltway and shopping (White Oak Shopping Center across the street has lots of conveniences such as GIANT, restaurants, dry cleaning, bowling, pet store, SEARS, banking, laundromat, etc). I have made this place my home and even welcomed a new baby since moving here. I have gotten to know my neighbors and I love the diversity within the community as well. I am very pleased.

There’s no parking after 8pm
Underground parking is $ 50 a month.

After a long and tough decision, I’ve decided to move out of DC and into MoCo (Silver Spring). I was really nervous about this decision, because I have lived in DC for a very long time and am pleased with my condo. I now work in Silver Spring and between the commute and my inability to implement proper work-​life balance, I’ve determined I need to be closer to work. I am also burned out with DC’s parking enforcement, DMV/​DPW. It’s just gotten beyond manageable. With that said, I was pleased with a tour I received from Rochelle P, a leasing consultant at Enclave.
Rochelle took my call the on 9/​10, explained the process, sent me quotes and arranged a tour. I toured on ⁹⁄₁₁ and Rochelle was prepared for my visit. She showed me an apartment in building A, which was fine, but the smell in the hallway was a turn off. It smelled like animal urine. I told her I did not want to live in that building on that floor.
She showed me the model in building B and I was very pleased and could see all of the possibilities. We returned to the leasing office, there were two available apartments that fit my needs, but one was much cheaper, $ 1,563 vs $ 1,761; I chose the cheaper apartment. No need to pay more for a few more inches of space.
The application process was simple. I was approved with a security deposit of $ 175. I can move in at the end of October. Rochelle stated she would send some additional information via email and moving forward, I would work with Ashley. I received the additional information within the hour and it was accurate and based on what we discussed.
Today, 9/​12, I received a call from Ashley, who was very pleasant, and she clearly articulated her role in the process. I must say, from the phone call, the face-​to-​face and the follow-​up, I found all of the team members to be very personable and the customer service was first rate. I will follow-​up with another review after I move in, but in the meantime, I am really excited about my new home.

My girlfriend lives here and from what I’ve seen I wouldn’t be the happiest person if I lived here, nor is she. There’s hardly in parking, especially for guests at night. If you park somewhere your not suppose to, guess what? … Right… Towed. The people are nice. There’s a slight bug problem. But it’s pretty close to down town silver springs so that’s not bad.
All in all you can find better places but if enclave is close to your job then it works.

My roommate and I have lived here for a year and we have had nothing but horrible experiences the last 3 – 4 months of our lease.
It was wonderful when we first moved in. The apartment was huge and reasonably priced. The amenities were in great shape and «renovations» were occurring.
Here’s what went wrong over the past year.
1. Our lease stated that we are to get 3 free visitor passes a week for our apartment. Within the first two months there, they were taken away «due to parking lot repaving». This forced us to purchase a visitor pass for $ 20 extra a month. They then never notified us when paper visitor passes were available again.
2. I understood that it was a family oriented community. They neglected to mention that the majority of the children and teenagers who lived there were mostly left unattended. This resulted in children running up and down the halls at odd hours, fire alarms being pulled, and the gym turns into a hot hangout.
3. They will let just about anyone live there. We had two new neighbors move down the hall in two different apartments. One constantly smoked weed, which made the hallway reek and it even filtered into our apartment. The other one had a dog that would bark constantly and would have parties. It was like our hallway turned into a frat party. We complained and some of our neighbors but nothing was ever done about it.
4. They would constantly send notices that our apartment would be inspected for bugs and so forth but no body would come.
5. Maintenance is unreliable. Some things get fixed right away, others you need to place 3 to 4 different requests before it gets done.
6. They repainted the hallways and doors but didn’t do it properly. Now all the paint is peeling.
7. It took them over 3 months to replace the fob system.
8. Upon the time to renew our lease, they raise our rent by $ 107. I requested a reason why and it took 3 weeks for a response. Their response was rent has increased due to renovations. The renovations were done poorly and the place actually looks worse than it did. They then offered to only raise the rent by $ 60. By this time, we had found other places to live.
9. We were told that our move out instructions would be given to us the following week. It took them 3 weeks to get them to us and that’s after we complained 2 times.
10. Upon returning our keys and parking passes, they charged us for «missing» items that were returned or never given to us.
11. The leasing office is so disorganized and unprofessional.
12. The heating and air conditioning is awful. I swear there is black mold through out the whole building. I had a cold all summer because of it. They replaced the ac unit in the living room and when the guy took of the cover, the whole thing way black and full of mold.
The only thing great about the place is the view.
Do yourself a favor and don’t live there. It’s not luxury living by any means. The place has potential but it’s just poorly managed.

I moved in back in 2012.
First let me just say they have horrible staff members.
My leasing consultant who i only spoke to once when i view the apartment was hard to get a hold of. The day i picked up my keys to move in, i was literally just handed the keys, no one walks to the apartment with you and completes a checklist to make sure everything was fine. My car got towed and so did my boyfriend car on the FIRST NIGHT because the office FORGOT TO GIVE ME A PARKING PERMIT!!!
Anyways The apartment itself was nice, i lived in building B on the 18 floor. It had a awesome view and it was quite. I never saw bug which was awesome compare to the other reviews i have seen. They also had a convenience store in the basement which made it awesome to grab last min snacks.
Moving out was a hassle. I wrote my notice in and they claim they never got it. So i fax it email and called until they did. They charge you like $ 10 to pay your rent online until enough people complain and they took it off. I never received my move out papers with a balance, which they claim they sent to me via email– to a email i no longer had access. Oh and they called too so they say. HELLO, if you never got a respond then most likely i never receive these so called email. I ended up getting a collection letter in the mail to my new home address with a balance for utilities which i paid and a parking pass i never return because no one ever told me i had to return that cheap plastic pass.
Anyways the apartment itself is nice but the customer service is the worse.

If I could give them a negative rating I would.
First off the leasing agents are great. This is not a luxury apartment, the roaches are horrible, and well I more of a problem with the bad business practice of their management.
First off the management will lie to your face about what you owe, then later instead of contacting you about a bogus fee you didn’t pay you will get a call from a collection agency. My company does a lot of relocations and I asked for all the information concerning early terminations and monies owed. After to my face their front desk manager said no I don’t need your parking sticker just forwarding info for your final bill. I get my final bill and surprise surprise I get a $ 25.00 charge for the very sticker I was told, «I don’t need it we just throw it away». When I called he told me, «I don’t know what you are talking about but I’d never tell you to keep that sticker» also said they would not remove the fee. I asked is this it, he says yes.
Low and behold 4months later I get a bill from a collection agency stating I owe a 1100 dollar security deposit, EXCUSE ME I didn’t have a call, letter, email NOTHING prior to this letter about any more monies owed and I was told on more than one occasion I was completely paid up and owed this company nothing!
I will have since had fellow employees in the area and my company will no longer deal withTHE ENCLAVE or a Berkshires mamangement property again.
Make sure you have copies and get everything not only written by signed by all parties involved or else you will have nothing but a hassle from this place.

I’ve lived at the Enclave for 4 years. My husband is a physician and I’m a well paid nurse. We qualify for far more than the Enclave but we prefer to travel and live well beyond our apartment. There are lots of pros & cons for living in this community. The Pros: close to Giant, Walgreen’s, Laundry, lots of physicians offices are in walking distance and our apartment that is on the 20^th floor is quiet and has a view of the Washington Monuments as well as downtown silver spring, Bethesda & DC. We suggest that anyone moving in choose as high up an apartment as possible. We have never had issues with Bed bugs (as a matter of fact we refused a «mandatory treatment» of our mattress last year) and we have never had roaches. We enjoy the pool and I personally partake in Boot-​camp held at the gym every Saturday (a trainer/​ex security guard holds them). Fernando in maintenance is AMAZING… Same day service, always and with a smile.
There are also a few Cons: Management. Wow. It is rare that you will be able to call the front office to speak to anyone and actually get someone. Recently, we attempted to rent a second apartment for my in-​laws (again, we are qualified & have NEVER paid rent late) and it was a disaster. The first «leasing agent» we spoke to had us feeling like he didn’t want to sell anything, much less an apartment. He wore ear buds during our site visit and did not lay out the steps for a fast lease as we assumed he would. Fortunately, matters were taken into the hands of his manager — Jamal Lee. Jamal turned things around for us and made us feel like he actually wanted to lease us an apartment. I’d hope that future, qualified & clean people are treated a little better so that we can clean up some of the resident garbage.
I hope we start to attract better residents and residents that have better kids but until then we will continue to enjoy our 20^th story views and easy living.

Oh I wish I could post a picture of the disaster of what I have to spend the night with due to the neglect of unprofessional. Infested place roaches, bed bugs, water bugs, you name all type of insects. Dispointed from the first day which I use to be an old resident and I had to run away before I die of a heart attack. Toilet is constantly clug, and we have to use the restroom at MC Donald across the street. The whole apartment looks like I under renting it, no style, no touch of anything.

I have lived here for about 8 months now, I relocated here from Boston for a new job. While this is certainly not «luxury living», my experience has not been that bad. I have read all kinds of reviews stating apartments infested with roaches, bed bugs, etc etc. I have yet to see a single insect in my apartment (or on my floor, for that matter). However, I am an extremely clean person, so I’ve never had bugs no matter where I live.
This is not the best apartment complex in the world, but honestly, for the prices you pay, I’m not sure what people think they’re going to get. The DC metro area has ridiculously high prices for apartments, so for th price, you’re not going to be living at the Ritz. Maybe I got lucky and live on a good floor, but I never hear my neighbors (unless they are right outside my door), and it’s VERY quiet at night. Maybe there aren’t any kids on my floor, I don’t know. I work during the day so if there are kids, they’re not in the hallway when I get home.
Anyhow, I like my studio, it’s affordable, and when I have maintenance requests they are taken care of within a day. I will say it aggravates the crap out of me when people put their garbage on the floor in the trash room instead of putting it down the chute, but such is life.

DO NOT LIVE HERE!!! The management takes responsibility for nothing when they are completely at fault. My car was illegally towed and they gave me nothing but excuses when everyone involved was wrong. This place is ridiculously overpriced for the horrible service. There is infestations of bed bugs and kids are allowed to destroy the building with vandalism, loitering all over the property and playing in the elevators.
I have no idea why this place is making the claim it is a luxury building. Again, do not live here! Do not let anyone you know live here!

HORRIBLE. SAVE YOURSELF AND YOUR MONEY!
My fiancé and I lived here for almost 2 years and it was a NIGHTMARE.
Yes the rent was cheap. $ 1100 for a 2 bedroom BUT that came at a price.
1. The place was undergoing renovations that closed off our balcony for 90% of our stay.
2. We were moved into another unit while the renovations occurred and NOT allowed to bring all of our stuff to the other unit.
3. ROACHES. no matter what we did they were there.
4. GROSS and LAZY tenants. the place was finally starting to look nice and the other tenants would leave trash and food in the lobby.
5. CRIME. while we lived there they constantly had issues with theft and once a rape occurred we were GONE.
