The Community of Harbor Bay Homeowners Association(CHBIHA) governs the residential communities of Harbor Bay Isle, which consists of 20 residential neighborhoods or project associations that are organized into six residential villages. CHBIHA is governed by a seven-member Board of Directors that represent the villages and its policies are implemented through the efforts of the Community Office staff. Certain modifications to your home including painting requires the submission of an architectural application. When you file your application during the application period, by the time it is reviewed and approved, it can take up to five weeks. Currently, I have a house painting application in the review process. However, I received a call from my contractor regarding a conflict in his schedule and he asked if he could start the project next week. I discussed my situation with Christina Hansen, the Architecture Standards Manager, and requested for an expedited review of my application. She stated that she would have the Architecture Committee member review my application and have it approved within two days. In two days, I received my approval letter for my painting project. HOAs usually have bad reputations of being restrictive and unaccommodating. I appreciate CHBIHA’s accommodation of my request to have my architectural application expedited for review, which ensured my project could be started under the new timeline.

Everyone here is very helpful, and an added bonus is that it’s in a great location — lots of parking in the nearby lot, and easy to walk to, right next to the lagoons.

The area is beautiful. THe association needs a revamp. Organizationally, the problem stems from the top with the overall director being unresponsive and not realizing that the overall staff works for the homeowners — period. As a concrete example, having sensitive issues like Google capturing photos of homes in «private» complexes and not following up to complaints where the photos should be blurred or pulled down due to violation of rights demonstrates a lack of concern and disregard for the rights of the Homeowner Associations to which CHBI is beholding to.

Homeowners associations are such a difficult thing because their covenants and conditions seem to get in the way of a home owner just doing their own thing. In addition, this Association governs the entire project while each subdivision has their own homeowner association. While you hear stories of homeowners getting on the boards of their own individual homeowner association and getting their own rather aesthetically questionable home remodeling projects arbitrarily approved, that doesn’t seem to be the case for the larger CHBIHA. The larger CHBIHA seems to have a much better reputation in the community for being more flexible and reasonable than the local HOA. Neverthelss, homeowner associations and their covenants, conditions, and restrictions can improve your neighborhood by keeping up the looks of the common grounds and that of your slovenly neighbors, prevent them from painting their house a hideous color, and prevent them from planting vegetation which might adversely impact your house. In fact, landscape committees can actually be helpful in helping you plan a re-do of your pathetic yard because they consist of gardening groupies happy to help. The CHBIHA has offices and private security cruising all over the development. They keep the common areas and local parks up, as well as the trademark artificial lagoons/canals. The offices even have a nice large meeting room with a kitchen that can be rented for parties and overlooks one of the lagoons.

this review is for the venue inside… great place to have a baby shower or small event. its a good size and has a kitchen. its located in harbor bay also which is nice.
