History

Established in 1999.

Rule4 began as a drywall and paint business in 1999 and has steadily grown into the full service design build/​remodeling company you see today.

Meet the Business Owner

Tom M.

Business Owner

Thomas M. Moran graduated from Our Lady of Good Counsel High School (1986) and York College of Pennsylvania (1990). He lives in Howard County with his wife and three children. Tom founded Construction Applicators of Maryland in 1999 to deliver residential drywall and paint services to builders, and soon added a commercial drywall and paint company for general contractors. Those companies, together with Chesapeake Building Group – a residential design build company started in 2008 – combined to form Rule4 Building Group, offering services to the homeowner, the home builder, and the general contractor.
