Established in 2011.

Phoenix Shades, Shutters And Drapery was started in July 2011

After working for 2 Large window covering company’s for several years.

I decided it was time to go on my own. A few friends told me I was Crazy to start a business since the US was in a horrible Recession

It has turned out to be a great decision. I am looking forward to many more years to come.

I started my Design career in Palm Springs, CA I worked for a custom cabinet company. During that time I started buying houses to fix and Flip in Palm Springs And Rancho Mirage Ca. I had the privilege of working in the former homes of Joan Crawford, Kellogg Family, Jerry Vale, Liberace, Maytag, and many other Fabulous estate.

I relocated to Phoenix in 2005 and began working in the window covering industry. Since being in the valley I have developed professional relationships with many interior designers, builders, real estate agents. I provide design consulting from condos to multi million dollar mansions.

Harley installed shutters in our home and we couldn’t be more pleased. The shutters are beautiful and they were expertly installed. Harley was terrific to work with. Really fantastic experience with Harley. He happily worked around our schedules and did both the consultation and install in the early evening. I love that we got this done without having to take any time off of work. As an added bonus, the price was $ 100 lower than the big box store without installation!
Harley is super knowledgeable and helped walk us through our options in a friendly, non-​salesy way. Communication was great throughout the process. Best of all, the blinds look and fit amazing!

My mother, my step father and I are so very pleased with his expertise and personableness that we are certainly going to recommend him for any and all people we know that may need shutters, blinds, curtains and or draperies !! I had the pleasure of working with Jill for the initial quote and planning for installation of plantation shutters. She was professional, prompt, and detailed the entire process with ease. She kept the lines of communication open and was available for any questions I had.
The timeline for install went off without a hitch. Jose, the man who did the install was great and ensured he left no mess behind.

We are elated with our dark wood stained shutters we had installed throughout our entire home, which included sliding Arcadia door shutters.
We had numerous quotes and were extremely pleased with the price Phoenix Shades, Shutters and Drapery had given us. Extremely!
In addition, Harley is amazing to work with and went above and beyond to have our shutters delivered and installed before our vacation. The installers were prompt, efficient, and did a wonderful job in explaining how to care for them as well.

I was referred to PSSD by a friend in Scottsdale. She raved over Harley’s service and pricing and therefore I gave them a call. I dealt with Jill — she was a pleasure to deal with and very knowledgable about their products. She spent a lot of time with me in selecting a style and color — which I appreciated. The installer was great — he called to let me know he was running a few minutes late which was very thoughtful. I did have an issue with the operation of the blind and I acknowledge this was in part my choice in going with a cordless, hand-​raised blind. It was an inside mount blind and rubbed on the inside window wall edges — even though I was careful when lifting and lowering. It would only be a matter of time before I had black marks on both wall edges. I called Jill to let her know. She came out to do a re-​measure and check out my concern. Everything was measured correctly and we both agreed that it was a small issue but because it wasn’t «right» PSSD would replace the blind. I paid the upcharge to get a cord this time. I felt that Jill provided the «moment of truth» for PSSD and hence my 5-​star rating! I would highly recommend them for anyone looking for windows coverings.

Absolutely gorgeous! I was referred to Harley from a friend of mine who raved about his customer service and the quality blinds she had installed. So glad I used «Phoenix Shades, Shutters, and Drapery!» Harley was incredibly personable and professional. He measured all my blinds perfectly and everything fit like a charm once they were installed. They came in exactly the timeframe quoted and the installers were awesome as well. Harley is great! He was referred to us by the in-​laws. And they think the world of him.
We were desperate for window treatments as our 10 year old home had nothing on the windows and summer was on it’s way. Decorating is a favorite past time for me except to for when it comes to windows. Harley quickly helped us select the best option for us. We ended up with the honeycomb blinds (somthing I would have never selected on my own) No regrets here. Our house has been cool all summer and we love the look of them.
Everything arrived on time. We choose to install on our own and one of the blinds didn’t fit correctly because the window was not plum. Harley resolved the issue quickly. We will be ordering all our future window treatments from Harley.

Great to see Harvey getting rave reviews. I also chose his services over others since it was better priced and Harvey seemed to be easy to work with… came very prepared with ideas and tons of great options.
Why 2 stars? Because he can’t handle a disappointed client with grace and hung up on me…
Story:
I let him know that I needed the blinds in time for a dinner I was hosting — about 10 days… he said that would be doable since it normally takes 5 to 8 business days to get it ordered and installed.
On the 8th business day, I had to follow up and was told that the blinds were JUST being shipped that day… needless to say — the blinds showed up a week later than I had expected and when I called to express frustration, Harvey hangs up on me.
Who does that? hangs up on a client because they are upset… First! I didn’t get a call to let me know the blinds were being delayed and 2) NO ONE gives an estimate on shipment (not install)… which is what he claims he did… I speak English quite well and if I let you know the time I need the blinds, that is the time I expect them installed. NOT shipped.
When the blinds finally did install — took 5 hours to put it up which is was a bit much but they all fit great! I did like that Harvey’s assistant followed up to make sure everything was installed right.

We are quite satisfied. Had Harley, the owner, come out and measure for plantation shutters for our new house. We were impressed with him and bought 4″ shutters for the dining room and master bedroom. Color matched our wood work. The installers were clean, courteous and efficient. Also bought Kathy Ireland blinds for the bedrooms, had them color matched to the trim also.
