Axcess 15

Avoid this place at all costs. Holy hell, I can’t forewarn you enough.
Pros:
–The cleaning and maintenance people are amazing.
–The units are nice.
Cons:
–Bed bug issue: we had bed bugs from the day we moved in and they remained living with us for 9 months. The manager, Daphane Tappert has never believed us. Orkin came out once but their treatment failed. The manager refused to do anything else. After 9 months we hired our own pest control that killed them with 1 treatment.
–There’s a daycare on the bottom level and the kids play in the courtyard. You get to listen to the nice ambiance sounds of the teachers screaming at these kids, screaming kids, and the wonderful sounds of childhoods being ruined as you relax on your couch.
–The a/​c is useless.
–There’s the daily smell and sights of vomit, gum, blood, weed smoke, and this certain aura that I just can’t place my finger on but curdles your stomach every time you leave your unit and/​or walk into the elevator.
–The staff. They quickly break confidentiality and will immediately give you information about other residents that you don’t even know. The manager, Daphne Tappert, we’ve never met anyone with less empathy, compassion, understanding, or humanity. She does not care about anything other than money. In summary, just know that no one at this community gives a shit about you, your family, or anything other than your money.
–We’ve lived here for an entire year and now that it’s time to move out they are lying and giving us a horrible reference. In our 16+ years of renting we’ve never had a bad reference — until now and we did nothing wrong but ask for the bed bugs to be gone. Sigh.
Bonus story! This place used to be called Lloyd Center and the apartments were based on subsidized income. A friend’s mom lived in one of these units. She was dying of cancer and had 1 month to live when the conversion happened from Lloyd Center apartments to Axcess 15. Some units were to remain for the previous residents until their lease expired. Axcess 15 nixed this idea as soon as they took over the community. Axcess required this mother to either pay full rent (which was more than double the rent that she was previously paying) or to leave the property by the end of the month. The mother explained that she only had a month to live and that moving for her would be impossible to endure as she was dying. Axcess told her that was not their problem and that if she was not out with her belongings by the end of the month they would be charging her for an additional month at the new rent price. The woman’s daughter came from another state and tried to plead with Axcess 15… to no avail. She packed her mother’s belongings and the day she was turning in the keys there was a piano that was going to be picked up midday. Axcess charged her for an additional day of rent ($ 200+). The mother died a few days after moving. Axcess called the daughter every day, several times a day demanding the one day of rent. The daughter explained the situation again — her mother was now dead, her mother did not have money, she had medical bills to pay and a funeral to pay for. Axcess’ response was that if they did not receive the money in 30 days then the mother would be sent to collections. The daughter tearfully laughed, and hung up. Her dead mother was sent to collections by Axcess 15.

I really liked the apartment interior initially but after moving in realized the cons. It is expensive… alright its a good area so I get it but I wonder what kind of people they rent out to. Someone stole my package from the mailroom, someone puked in the hallway and there is a CONSTANT smell of weed being smoked. Does the management never check what kind of people get to live here? I would caution anyone before taking up a long term lease in this place.

In the interest of helping people moving to Portland who may be having a hard time finding an apartment in that city’s ridiculous rental market, here’s a review not written by a total nutcase. I hope it helps you make a decision.
Pros:
Very nicely furnished. I was worried I’d be getting a bait-​and-​switch after touring the demo unit, but when I moved in my apartment was identical to the one I toured — new, stainless appliances, granite countertops, etc.
Responsive and professional maintenance. The maintenance guys are on staff, not contractors or friends of the landlord or whatever, and my experiences with them were excellent. I only had two problems during my time there, and both were taken care of quickly.
Either the walls are super-​thick or the neighbors are quiet. Either way, no issues with noise from neighbors.
The office is open and staffed every day, and they’ll accept your packages while you’re at work.
Really great internet speeds through Comcast. This probably doesn’t matter to a lot of people, but I was working from home and needed a rock-​solid connection for a remote terminal to Los Angeles, all day every day. The wiring in the building is good enough for very high bandwidth.
Reserved parking spaces are available in the garage beneath the building (but are not included in rent — see Cons).
The building is 5 blocks from a MAX station on a red line, which means you can get to the airport from your apartment in less than half an hour for $ 2.50.
There’s a lot of great restaurants you can walk to on Broadway.
Cons:
It is really, really expensive relative to almost everything else in Portland. Easily the most expensive place I looked at.
Continuing on that theme, there are many additional fees. Parking is not included, and was $ 65/​mo for a single space, $ 125/​mo for a tandem. $ 20/​mo pet rent if you have a pet. Water and sewage are not included, so tack on roughly $ 40/​mo for that. There’s a lot of petty fees for an apartment that tries to bill itself as «luxury».
There’s a lot of street noise if you get a unit facing 15^th Ave. No problem if you don’t mind keeping the windows closed, but if you want some fresh air, you’re gonna hear cars and buses and drunks.
You have to tell people you live in «Axcess 15», which is the stupidest name. Somewhere, in some market research company, somebody lost $ 20 when he said «I’ll bet you can’t sell them on the name Axcess 15».
The mall directly across the street is a giant eyesore.
In summary:
If you’re having a flush year, Axcess 15 is a really nice place to live. But if you have time and patience, you can find a place that is almost as nice for a lot less money.

one of the worst living quarters and im American. i had the top corner apt facing the mall and next to the leasing office. The last leasers dropped urine outside my door and never cleaned it up. i told maintenance and the building people to come clean it completely. it took 4.5 months for them to clean the massive odor and wet stins. They didnt even get it done correctly. yes, its next to mall and the Black Friday was entertaining and the balcony was nice, but the apartment was horrible and the internet and Television companies are restricted. This place is directly next to The Hair school. People Just smoke and the kids play soccer int the middle of the 2 buildings. They are loud and disruptive. Management, like always out in the west coast are lazy and pathetic. They want to look cute and not do their work. easy walking distance to mall, Safeway, sushi land, Apple-​bees, and Yokomto Japanese grill. Horrible Apartment complex overall. It smells 24/​7, the people are lazy and its always dirty and loud.

The apartments themselves are very nice but the whole living situation here is not. I’m actually paying $ 1800 to break my lease for peace of mind. The old management, Holland Residential, was ok. Not bad, not great but decent., though the head of maintenance did shoddy, Rube Goldberg-​type of work … for instance I had a ceiling leak with water literally seeping through when it rained hard, and the maintenance guy said he didn’t see any leak in the ceiling. HELLO??? If he had looked, he would have seen the visible bubbling over a large section, and had he touched it he would have realized it was soaking wet. This guy stayed on with the new mgmt and they eventually fired him, which was a good thing. But I am guessing there are so many problems lingering from this old maintenance guy that the current mgmt is unable to keep up with the maintenance issues and overall complaints, such as vomit in the hallway that stayed for 6 weeks (third floor, south building) that I reported and it was picked up with a towel, leaving the liquid and chunks that had seeped into the carpet. I continued to complain, asking for them to clean the floor, and FINALLY after 3 complaints when I dragged the mgr up to show her where it was, they brought in a carpet cleaner. The new management tries but the manager is clearly overwhelmed … and stuck with a whole lot of bad luck. Someone broke into the locked garage (security camera caught him rolling under the door at 5am when a car came in) and broke into a bunch of cars (mine included), stealing valuables, and actually took off with one car, never to be retrieved. This mgmt did address my ongoing ceiling leak but it was mishandled form the beginning and if i hadn’t had experience managing contractors, the repair would have been more of a mess than it was, and would have taken much longer than it did. But why should I have to manage contractors fixing something in my apartment? Isn’t that what the management is for? They are overwhelmed overwhelmed overwhelmed. That’s why things are taken care of properly. There are 2 other mgmt personnel — one is a ditz who has no clue but at least tries, though she is very immature and not reliable in my opinion (she is one of the people involved with my leaking ceiling). The other guy is good — he should be managing — but I get the impression he and the mgr are looking to get the hell out of here, it’s that bad. The guy and mgr both have said this place has an extraordinary about of problems and snafus than any other property they have managed, by far. No one gets it … it’s like this building is built over a graveyard or something. Also, there are a lot of very sweet children here, but they are running rampant, unsupervised except for a teenaged relative … we’re talking about children as young as 3 running around the property at 2am regularly. And these kids go to school — I see them, exhausted, leaving in the morning when I go to work. I’ve warned the mgmt that someone is going to get hurt or raped, God forbid. And they are noisy. it doesn’t bother me but it might bother others. I could go on and on and on and on as nauseum about all of the problems … both actual problems and continued mgmt problems, but I’m late for work … maybe in time the mgmt will catch up with the problems and the luck or whatever mad ju-​ju here will change … but for now, this place is a nightmare for the price ($ 1175 for a standard 1BR of about 780 sq ft). Oh, another issue for you asthmatics (like me) … people smoke in the garage regularly and since there is no real ventilation, it sits there. And there is a hairdressing school that shares building space and that is a smokefest as well.
You’ll take your chances if you move here. But as I said above, it might get better in time once the mgmt gets out from under all the problems … but I doubt it. I definitely get the impression that they’re looking for other positions to get out of here. And they have absolutely no support from their parent company, so I do feel bad for them. But worse for me.
One other thing, which is clearly a bad sign for anyone living here or potentially moving here … the building which is a great location has a very low occupancy rate since so many residents have left. Not a good sign. I’m paying $ 1800 to break my lease. Consider yourself forewarned …
