Established in 1971.

Mitchell, Gingerich & Loquaci, a Professional Corporation, is the successor firm to Mitchell, Burrow & Gingerich and Mitchell, Stock & Burrow, which was formed in 1971. The firm handles a wide variety of business and commercial litigation cases, including breach of contract, insurance litigation, trust and probate litigation, personal injury litigation (both plaintiff and defense), inverse condemnation, workplace-​related claims and administrative mandamus actions.

While the major portion of the firm’s practice involves cases in the immediate Bay Area, the firm represents, or has represented, clients in other Northern California counties including Santa Cruz, Monterey and San Benito.

Business Owner

Stephen E. Loquaci, Esq. is married and father of two sons. Mr. Loquaci graduated with high honors, in 1973, from the University of California, Santa Barbara, with a Bachelor of Arts degree. In 1976, he obtained his Juris Doctor, cum laude, from the University of Santa Clara School of Law. While attending law school, Mr. Loquaci clerked for the Honorable Edward A. Panelli (Retired), Judge of the Santa Clara County Superior Court. Mr. Loquaci has been a member of Mitchell, Gingerich & Loquaci, a Professional Corporation, since 1997. Prior thereto, he was associated with Smith, Loquaci & Bently (Menlo Park), Nelson Perlov & Lee (Los Altos) and Thoits, Lehman & Love (Palo Alto).
