Dr Rosner was born in Shreveport, Louisiana. He attended college at Centenary College in Shreveport, Tulane University in New Orleans and Texas Christian University in Fort Worth. He graduated with an M.D. degree from Baylor University College of medicine in Houston. He served an internship at Michael Reese Hospital in Chicago.

He did a neurology residency at the New York Neurological Institute of Columbia Presbyterian Medical Center.

Dr Rosner joined the faculty at UCLA to run the Neurology Clinic and to be director of the multiple sclerosis clinic. He did research in the treatment of MS, Parkinson disease, Epilepsy, Tri-​geminal Neuralgia and migraine headaches. He wrote a book on MS entitled Multiple Sclerosis, New hope and practical advice for people with MS and their families published by Simon and Schuster and called ì The best book on MS for patients and their families by the New England Journal Of Medicine. He also ran a private practice in Neurology in Beverly Hills

The president is Louis J Rosner, M.D., retired professor of neurology at UCLA. Dr. Rosner taught neurology, did research, and saw new patients at UCLA Medical Center until his retirement in 2000. He ran the UCLA Multiple Sclerosis clinic and wrote the top book on M.S. for patients and their families entitled Multiple Sclerosis: New Hope And Practical Advise For Patients And Their Famlilies, which has a section discussing the value of marijuana in treating this disease.Dr. Rosner is an expert in pain management and is well versed in the use of medical marijuana in this area. Dr. Rosner says Medical Marijuana should be recommended by someone who has been well versed in pain management. He also states the physician should be physically present for an examination and not on a virtual conference with a lap top.
